A.     Background:

The Justice System Programme
“Strengthening the Justice System in Timor-Leste” (Project no. 00014955)

The “Strengthening the Justice System in Timor-Leste” Programme was launched in 2003. This project was revised and a new project document was signed in December 2005, focused on institutional capacity development of the justice sector, including the Courts, Prosecution Service, Public Defenders Office, and the Ministry of Justice. Overall project management responsibility was entrusted to a Council of Coordination, consisting of the President of the Superior Council of the Judiciary, Prosecutor-General and the Minister of Justice.  The crisis of April-May 2006 and its aftermath drastically altered the domestic environment, unduly burdening this project which, as the most comprehensive vehicle of support to the justice sector, was called upon to respond to emergency needs for crisis response and recovery. In July-August 2007, an independent, external evaluation of the project made recommendations for far-reaching changes in the structure, scope and size of the project.  In light of those recommendations, this project was revised in 2008, with significant changes in scope, structure, and size, including a new focus on the ‘demand’ side of justice.  The revised project commenced in 2009 and provides for a strengthened Programme Management Unit, with five revamped programme units: Capacity Development, Justice Decentralization, Prosecution, Corrections and Access to Justice.

B.     Duties and Responsibilities:

Under the overall supervision of the Council of Coordination and as a counterpart to the International Senior Justice Advisor/Programme Manager, the National Deputy Programme Manager (PM) shall be responsible for:

·       Strategic guidance to the programme.
·       Day-to-day management of the programme including work planning, resource allocation and financial supervision, and general oversight and reporting on implementation of activities.
·       Monitoring of implementation of programme activities, workload management and performance assessment.
·       Provision of information, advice and support to the heads of judiciary institutions and to consultants working for the Programme.
·       Supervision, coordination and evaluation of the work of all Programme staff and advisors.
·       Revision and monitoring of the overall management, performance and progress of the Programme by preparing indicators to monitor progress on the Programme document.
·       Reporting to management and donors on progress and achievement of results.
·       Representation of the Programme before UNDP, and provision of other advice as needed to UNDP concerning the evolution and role of the Courts, Prosecution and Ministry of Justice.
·      Representation of the Programme before the national authorities.
·      Participate and actively contribute to all justice coordination forums.
·      Briefing of interested donors or foreign missions on the activities of the Programme.
·      Gradually take on increased responsibility for management of the programme in order to take over the role of Chief Executive Officer/Programme Manager.

C.     Qualification and Professional Experience:

·         Qualifications:
-       Bachelor Degree in law, political science, international studies, programme management, public administration, or any other related field. 
-       Master degree an advantage.

·         Experience:
-          7 years of project and people management experience with Bachelor Degree; or
-          5 years of experience in project and people management with Master Degree
-          Experience with the United Nations system and/or familiarity with UNDP programmes/projects would be an asset;
-          Experience working in a legal profession or with justice sector institutions would be an asset.

·         Language skills:
-       Tetum.
-       Fluent in English (written and spoken).
-       Portuguese language skills an asset.

·           Personal competencies:
-         Sound interpersonal skills.
-         Able to work under pressure.
-         Able to work in multi-cultural environment.
-          Specialist knowledge in the area of administration of justice and rule of law, preferably in a civil law system and post-conflict setting.
-          Knowledge of institutional capacity development, preferably within the judiciary.
-          In-depth practical knowledge of inter-disciplinary development issues.
-          Ability to lead strategic planning, change processes, results-based management and reporting.
-          Ability to lead formulation, oversight of implementation, monitoring and evaluation of development projects.
-         Builds strong relationships with clients, focuses on impact and result for the client and responds positively to feedback.
