Post Title: National Programme Officer - Monitoring and Evaluation

Duration: 1 year extendable with 3 month probations.

Organizational Context
Under the overall guidance and direct supervision of the Representative, the NPO- Monitoring and Evaluation prepares a M&E system for the country office and monitors and evaluates programmes and research activities on behalf of UNFPA Country Office (CO).

A successful programme envisages strong in-house capabilities for Analysis, Evaluation, Management Information and Monitoring. The CO is increasingly moving towards delivery of quality services and one pre-condition is availability of sufficient information and proper analysis of the data for improvement in the programme. The CO also undertakes researches either directly or through projects. It is important that all the researches are co-ordinated properly in order to achieve the maximum results.

Results –Oriented Functional Statement:
  • Ensure CO multi-year and annual planning of monitoring, evaluation, data collection and research activities using the CPAP M&E Calendar.
  • Ensure updating of the population and RH situation analysis including trends in key population indicators. Contribute to Devinfo and other joint UN data initiatives as relevant.
  • Ensure availability of programme performance monitoring data through development and updating of the CPAP Planning and Tracking tool; standardise, coordinate and jointly with CO programme staff analyse data collected during field visits;  coordinate the feed-back of data for improved programme implementation.
  • Contribute to Country Office performance monitoring by providing inputs to the COAR results achievement analysis and managing for results sections.
  • Coordinate the availability of high quality outcome and demonstration project evaluations. Working with individual programme staff (Program managers) the M&E staff: ensures that TORs are of high quality; ensures application of minimum standards for evaluation quality; ensures the dissemination of evaluation results among stakeholders and their use for improving programme implementation and design.
  • Manage activities to strengthen the M&E capacity of the Country Office staff and National Implementing Partners: Conduct training and knowledge sharing events; ensure CO staff and partners have access to UNFPA M&E resources and tools; ensure involvement of implementing partners and stakeholders in the conduct of monitoring and evaluation activities (joint field monitoring visits, participation in external evaluations etc.)
  • Promote communication and partnerships:  Provide technical advise on M&E to CO staff and national partners; provide syntheses of M&E results to CO management, key programme and operations staff and partners; draw on technical advisory services at APRO and HQ for support in developing the M&E capacity of the CO and partners.
  • Act as the UNFPA focal point for MDGs and UNDAF annual review and M&E activities

Job Requirements:

Academic Requirements:
Masters Degree in Statistics, Economics, Demography, Health Economics or other related Social Science/ RH field.

Experience:
At least 5 years professional experience preferably in programme/project monitoring and evaluation, MIS and research. Experience in writing papers and presenting research findings in professional meetings/seminars is desirable.

Languages:
Fluency in oral and written English and Tetum. Knowledge in Portugues and Bahasa Indonesia as an advantage.

Computer skills:
Proficiency in current office software applications. Including dBase management, analysis software like SPSS, EPI INFO and programming software like – Access, Fox Pro etc.
