A. Background:

In January 2007, Timor-Leste acceded to the UN Framework Convention on Climate Change (UNFCCC). As part of its obligations to the Convention, Timor-Leste is required submit its Initial National Communication to the convention secretariat. As a precursor to this project, the country undertook a Self-Assessment Exercise to develop this project and identify and engage relevant stakeholders to participate in the National Communication process.

The main objective of this project is to enable Timor-Leste to fulfil its commitments and obligations as required by Articles 4.1 and 12.1 of the UNFCCC by preparing and reporting its Initial National Communication (INC) based on recommended guidelines adopted at the 8th Conference of Parties in 2002 according to the format recommended by the Operational Procedures for the Expedited Financing of National Communications from non-Annex I Parties provided by the Global Environment Facility (GEF) in 2003.  Through the process, Timor-Leste, as a least-developed country, will build its institutional, scientific, technical, informational and human capacity at all levels, so as to facilitate the country’s effective implementation of the Convention.

The project will develop the following outputs:

1.      Establishment of the Project Management Team and National Study Team
2.      National Green House Gas Inventory
3.      Programmes Containing Measures to Facilitate an Adequate Adaptation to Climate Change
4.      Programmes Containing Measures to Mitigate Climate Change
5.      Development and Transfer of Environmentally Sound Technologies (ESTs)
6.      Research and Systematic Observation
7.      Education, Training and Public Awareness
8.      Integration of Climate Change Concerns into Sustainable Development Plans and Programmes
9.      Information and Networking
10.  Capacity-Building
11.  Preparation and presentation of the Initial National Communication (INC)
To ensure adequate coordination and implementation of this project to achieve the project objective, UNDP and Government of Timor-Leste are looking for a National Project Assistant to take up the following duties and responsibilities.


B. Duties and Responsibilities:
The Project Assistant will be working under the direct supervision of the National Project Manager (NPM), and will also report to the National Director for International Environmental Affairs and the Programme Officer of UNDP Poverty Reduction and Environment Unit. S/he is expected to perform the following functions:




§           Assist the NPM to establish and maintain good communications and coordination with government counterparts, donor agencies, NGOs and communities;
§           Assist the Project Manager to review the overall project work plan and budget allocation;
§           Organize meetings, including  Project Steering Committee (PSC) and Project Working Committee (PWC) meetings and taking minutes of the meetings;
§           Provide administrative and logistical support such as drafting correspondence letters, organize filing system and record/update project inventory list;
§           Assist the NPM in preparing monthly progress updates, Quarterly and Annual reports to the GoTL, AusAid, Global Environment Facility(GEF) and UNDP;
§           Process payments and monitor project expenditures, liaising with the Programme Associate on such matters;
§           Assist the NPM in preparing budget revisions and preparing the terminal report to the GoTL, AusAid, GEF and UNDP; and
§           Perform any other functions as required by the project.

C. Qualifications, Competencies and Professional Experience:

·         Timorese National with completion of Secondary School (preferably Diploma) with a minimum of 3 years professional experience in Administration and project management or equivalent;
·         Strong experience in organizing meetings, workshops and writing reports;
·         Good interpersonal and communication skills;
·         Good organizational skills;
·         Strong computer skills especially for Word Processing and Spreadsheets;
·         Good oral and written communication skills in English and Tetum (Portuguese and Bahasa Indonesia are highly desirable).
·         Knowledge of UNDP project implementation procedures, including procurement, disbursements and GEF reporting and monitoring is highly preferable.
