Purpose: Under the close supervision of the Education Specialist coordinate all basic education equivalency activities. This will include planning, administration, implementation, monitoring, progress reporting and evaluation including teamwork and capacity building.

Major Duties and Responsibilities:

· Coordinates the development of Basic Education equivalency programme in close consultation with technical experts in the Division of Adult and Non-Formal Education of the Ministry of Education, the Curriculum Division and the implementing partner organisations. Oversee the field testing and piloting of the pre-secondary curriculum, learning materials and training guides and documents findings. Supports the development of a cadre of national trainers as well as a cadre of tutors. Analyzes project status and recommends appropriate adjustments.

· Coordinates the finalization of NFE Basic Education equivalency programme in close consultation with technical experts in the Division of Adult and Non-Formal Education of the Ministry of Education and the implementing partner organisations. Supports the development of a cadre of national trainers as well as a cadre of tutors. Analyzes project status and recommends appropriate adjustments.

· Develops in consultation with MoE and NGO partners a cadre of district level NFE Equivalency trainers and supervisors who can support training of tutors and ensure quality control. Visit training programs and classes to monitor quality and document findings. Coordinates with technical consultants and Curriculum Division staff the production and printing of teaching learning materials for NFE education equivalency.

· Oversees implementation of UNICEF supported NFE equivalency courses by MoE and NGO partners. Supports Division of Adult and Non Formal Education to lead coordination mechanisms of all implementing partners. Monitors programme implementation at school and learning centre level as well as monitors training programmes.

· Participates in the development of the annual work plans, Ensures that activities are in accordance with plans of action and drafts changes in project work plans as required. Drafts, reviews and finalises requisition and payment documents in ProMS and monitors advances to government and liquidation of accounts. Drafts sections of donor, annual and other reports, as required.

· Undertakes follow-up action on project implementation activities, contributes to teamwork building, and prepares relevant reports. Undertakes arrangements for visits to project sites for government and other partners, which includes providing information and briefings on project activities and status. Selects and complies training and orientation materials for those involved in the project implementation, including donor and media visits.

Requirements:

· Education: University degree in Education or a related technical field

· Experience: Minimum of four years progressively responsible experience in programme design, administration, monitoring and evaluation or related field. Experience in non-formal education and project implementation and in programming with Government agencies and NGO partners.

· Computer: Computer skills, including internet navigation, and various office applications.

· Language(s): Fluency in English and another UN language required. Knowledge of the local working languages (Tetum & Portuguese) of the duty station is an asset.
