RWSSP, A Consultant to provide CLTS training in Timor-Leste, September 25, 2009

1. Background
Community Led Total Sanitation (CLTS) is a new approach for developing rural sanitation. CLTS is an approach to inspire and empower communities to stop open defecation and start using sanitary toilets, without use of external subsidies. CLTS uses a participatory analysis of the community sanitation to stimulate a collective sense of disgust and shame among the community members as they confront the crude facts about open defecation. This analysis triggers the realization among community members that they each need to change their habits and behavior. The facilitators help the community members realize that open defecation causes ill health and an unpleasant environment, and thus inspire and empower them to find locally appropriate sanitation solutions.

2. Objectives
During a 30 day period the consultant will support and facilitate the following activities:
1. Primary Facilitation of CLTS trainings
a. At least 2 Training of Facilitators (6 days each)
b. At least 2 Orientation programs (2 days each)
c. At least 1 Training of Trainers (3 days each)

2. Support to build a CLTS Master Trainer Team
The consultant will work closely with the RWSSP Sanitation Advisor and the training institution to build a CLTS Master Trainer Team (CLTS-MTT). The team will be comprised of a gender balanced team of at least 4 staff of the training institution as well as key individuals from the sector whom currently employed by various INGOs, NGOs, and UN agencies in order to ensure that in the future one, the other, or a combination of staff are available for in-country contracting for CLTS trainings.

3. Timing
During 30 days consultancy (Monday – Saturday, for total of 5 weeks)
Phase I: Consultant will be the primary facilitator the trainings
Phase II: Consultant will co-facilitate the trainings
Phase III: Consultant will supervise the facilitation of the trainings

During a subsequent short-term consultancy visit (7 days)
Phase IV: Consultant will return for a master training review and certification of facilitators after approximately 6 months.

4. Consultant/Training Facilitator
This training will be facilitated by an International Training Consultant who has experience in applying CLTS approach and facilitating CLTS trainings. There minimal criteria will include:
1. experience implementing CLTS, and
2. previously facilitated a CLTS ToF and ToT, and
3. speaks Tetum or Bahasa Indonesian fluently, and
4. has exceptional charisma required in a facilitator in order to inspire others, and has
5. demonstrated gender and cultural sensitivity.

5. Training Schedule
TBA following discussion with the consultant with a target to begin October 26th, 2009.
