Plan is an international NGO that works in over 45 countries to achieve lasting improvements in the quality of life of children, young people and families. It has been working in Timor-Leste since 2001.
Reporting to the Country Program Director, the People and Culture Manager will implement Plan’s global HR Strategy (with due regard for local conditions) in support of the achievement of Plan Timor-Leste Country Strategic Plan, through excellent people management practices. As a key enabler of Plan’s organizational strategy, this role not only manages the provision of human resources administration expertise but will also manage Plan Timor-Leste’s organizational development, employee relations and change management efforts and activities
The position is Dili based but will require some visits to the districts and possibly overseas.
The successful candidates will have:
University degree in Human Resources or equivalent work experience
At least 3-5 years of experience working in an Human Resource generalist management role, preferably in the Timorese context
Experience successfully implementing organisational Human Resource policy and practice
Experience in at least one Human Resource specialist function, including but not limited to: organisational design, organisational development, employee relations, performance management, reward management, recruitment and selection, training, learning and development
Excellent written and spoken English, fluency in Tetum and Bahasa Indonesian highly desirable

Background
The Justice System Programme (JSP) in Timor-Leste is a comprehensive capacity development initiative for the judiciary, implemented by UNDP under the guidance of the national Council of Coordination (CoC) for the justice sector, consisting of the Chief Justice, Prosecutor-General and Minister of Justice (MoJ). The JSP provides support to the CoC and respective judiciary institutions, including the Courts, Prosecution, the MoJ and its subsidiary institutions (LegalTrainingCenter, Prison Service, Public Defender’s Office, Notary). The JSP is being implemented between 2009-2013, with financial and in-kind contributions coming from eight donor governments/organizations.
The overall goal of the programme is to develop the capacity of national justice institutions and actors and promote access to justice.

Under the guidance of the CEO and the Senior Justice Advisor, the Monitoring and Evaluation (M&E) Specialist will work in the MoJ as a counterpart to the General Director. S/he will be responsible for daily advice and support to establish and implement an M&E system for the Justice Sector, in order for decision makers to measure responsiveness of justice institutions to the needs and requirements of right holders, and make policy decisions accordingly. Concurrently, the M&E Specialist will advise on the creation and development of a Statistics and Analysis Unit within the MoJ.
Duties and Responsibilities
The M&E Specialist directly assists in the development of the overall M&E framework for the Justice Sector, with a focus on achievement of the following results:
Develop an M&E strategy in collaboration with national institution counterparts and based on the Justice Sector Strategic Plan;
Present to the Minister of Justice the overall strategy for M&E;
Develop M&E guidelines to ensure quality assurance functions related to programmatic activities and policies;
Design a framework for the physical process of monitoring project activities;
Promote results-based approach to M&E, emphasizing results and impact;
Prepare calendar of M&E and reporting activities.
Supports the creation of the Statistics and Analysis Unit at MoJ level with a focus on achievement of the following activities and results:
In collaboration with the MoJ, establish a Statistics and Analysis Unit;
Advise on recruitment of staff, including development of terms of reference;
Support the development of standard operating procedures, systems and processes for the functioning of the unit;
Support the development of unit workplans;
Provide in the job capacity-building to relevant actors, build comprehensive training plans and present tailor-made training on specific subjects;
Implement a programme to develop the skills of Timorese government staff in statistics and analysis;
Support the monitoring of the unit.
Establishes data collection and analysis systems, with a focus on achievement of the following results:
Advise directly the National Director for Legal Consultancy and Legislation, on developing and implementing the Department of Statistic, establishing data collection, indicators and building analysis systems, procedures, timetables and protocols;
Develop indicators by which performance can be measured, in line with the Justice Strategic Plan in order to measure the responsiveness of the justice institutions;
Work with the institutions to determine information needs;
Identify sources of data and collection methods for regular data collection from institutions at the national and district level;
Coordinate with the institutions to enable collection and organization of information/data relevant to its services;
Implement and coordinate M&E activities and identify where adaptations might be needed;
Develop methods of analysis;
Compile information from the national institutions;
Establish regular and periodic reviews of implementation performance and strategies;
Establish meetings and consultations with stakeholders and technical working groups;
Conduct analysis and organization of data in order to identify trends and provide a basis for decisions on policy making, good governance and accountability.
Monitors, assesses and reports on progress with a focus on achievement of the following results:
Cover the needs to monitor and evaluate the practical implementation of the Strategic Plan for the Justice Sector, based on the proposed indicators. He/She might be requested to be part of the Planning Secretariat, or any other group working on the monitoring of the Strategic Plan for the Justice Sector;
Assist the MoJ to revise ongoing work plans in light of information yielded by the monitoring of performance of different directorates and changes in national priorities;
Consult with all relevant actors and prepare consolidated progress reports for management and policy making, with a focus on identification of problems and causes of potential bottlenecks in implementation of activities, including at the district level;
Ensure that monitoring results are discussed in the appropriate forum and in a timely fashion in terms of implications for future action;
Revise M&E framework where necessary and provide specific recommendations to address problems and improve the implementation of the Justice Sector activities and actions;
Report M&E results, suggest and coordinate corrective measures for improvements at all levels.

The Haburas Foundation
The Haburas Foundation is Timor’s main environmental NGO. We work on increasing environmental awareness and education, doing advocacy on environmental and climate change issues and policies, facilitating the preservation of traditional conservation mechanisms such as Tara Bandu, promoting alternative fuels and doing environmental research.
The Haburas Foundation is currently acting as the Secretariat of the Land Rights Network (Rede ba Rai) and is actively involved in promoting the protection of Community Land Rights, fair distribution of land, promoting the needs of Land Vulnerable Groups and ensuring the participation of Timorese people in the formation of land policies, legislation and regulations.
The World Bank Justice for the Poor (J4P) Programme
The World Bank’s Justice for the Poor (J4P) program is a global research and development program aimed at informing, designing and supporting pro-poor approaches to justice reform.
The J4P program has been active in four countries (Indonesia, Cambodia, Sierra Leone and Kenya). The Timor-Leste program was launched in July 2008. In Timor-Leste the program focuses on two main aspects;
i) State building at the local level
ii) Customary systems of land management and rural development
The J4P ‘Customary Systems of Land Management and Rural Development Project’ focuses on finding approaches for the expansion of productive and equitable engagement between government, investors and communities (including customary communities).
The Customary Land and Rural Development Research Project
The broad objectives of the programme are to look at best-practice principles for engagements between government, investors and customary communities which ensure protection of customary communities and their members while encourage private sector investment in the rural economy.
Such principles could eventually feed into corporate codes of good practice and state regulations on investor engagement in community land.
Specifically the Haburas led part of the research project involves the collection of case studies which illustrate best practice engagements between government, investors and customary communities.
Field Research Assistant
Duties and Responsibilities:
The field research assistant will have two key roles: 1) to assist, in coordination with other members of the research team, in all aspects of field research and; 2) to translate required documents during the research process and to act as translator for non-tetun speaking field co-ordinator (English/Tetum)
As such, the field research assistant will be expected to:
Translate relevant documents, reports and research data
Act as an interpreter for the field research coordinator during field research visits and, where necessary, within interviews and meetings conducted in Dili
Actively participate in research planning and review sessions
Assist in the collection, and review of literature and policy documents relevant to the project
Assist the field coordinator and researchers in all aspects of data collection (e.g. conducting interviews and focus group discussions) and presentation (e.g. transcribing interviews and presenting key findings)
Actively participate in the preparation of research reports
Undertake other duties as required
Required Qualifications:
Fluency in both written and spoken English and Tetum
Third level education in law, economics, politics, social science, rural development or a related subject
A minimum of 2 years experience working in the field of rural development, law, social work, policy development or other relevant field
An in-depth understanding of the social, institutional and political context of Timor Leste
Knowledge of computer programs (including Microsoft Word) and the ability to use the internet for the purposes of communication and the collection of relevant documents and other data
The capacity to handle multiple responsibilities simultaneously, and the ability to work well under pressure to meet deadlines
The ability to work well within a team
Preferred Qualifications and Skills
In addition to the qualifications outlined above, the following qualifications and skills would be considered an advantage:
Competence in written and spoken Bahasa Indonesian, Portuguese, and/or other local languages used in Timor Leste would be an advantage
Experience in translation or interpretation at a professional level
Experience of gathering data using qualitative and quantitative social research methods

The primary role of the field researchers will be the collection and presentation of field data. However, field researchers will also be expected to play an active role in the development of the research strategy, planning and review of methodology etc.
As such, field researchers will be expected to:
Participate in research planning and review sessions
Assist in the collection, and review of literature and policy documents relevant to the project
Collect primary data (via e.g. conducting interviews, focus groups, surveys etc)
Transcribe and present collected data for use in research reports
Participate in the preparation of research reports

Fluency in spoken and written Tetum
A university degree in law, economics, politics, social science, rural development or a related subject (those currently working towards the completion of their university degree will also be considered)
A willingness and ability to spend extensive periods of time (around 50% of the contract, to include evenings and weekends) in remote areas throughout Timor Leste, often at minimal notice
An in-depth understanding of the social, institutional and political context of Timor Leste
Knowledge of computer programs (including Microsoft Word) and the ability to use the internet for the purposes of communication and the collection of relevant documents and other data
The ability to work well under pressure to meet deadlines
The ability to work well within a team
Preferred Qualifications and Skills
In addition to the qualifications outlined above, the following qualifications and skills would be considered an advantage:
Competence in written and spoken Bahasa Indonesian, Portuguese, and/or other local languages used in Timor Leste
Competence in written and spoken English
Experience of gathering data using qualitative and quantitative social research methods
Experience of working in the field of development, law, research or another other relevant field
A drivers license

Location: Timor-Leste - District of Lautem and district of Viqueque
Functions:
In support of the SISCa programme planning and monitoring (integrated community health system) at district and national level;
Coordination and implementation of training supervision of nurses/midwives and other health technicians working in the area of maternal and child health;
To strengthen the implementation of the programme of immunization and nutrition surveillance in the districts of Lautem and Viqueque;
Mobile teams monitoring, planning of outputs, stock control and data collection;
Prepare with the project coordinator training actions directed to local authorities and community-based organisations of Lautem and Viqueque Districts;
Prepare and conduct training to district health technicians, according to the identified needs and in direct coordination with the District Health Services;
Supervising the training, monitoring and evaluation of community health volunteers and health technicians;
Promote the organization of women's groups to implement community IMCI activities in villages;
Monitoring of technical meetings held by the Ministry of health and its working groups concerning the immunization and nutrition programmes;
Identification and mobilization of partners
Support planning of information campaigns, awareness-raising and health education (IEC) and monitoring of their development;
Monitoring of community mobilization activities, helping to define the process indicators and information models that ensure the follow-up of activities and the completion of the project information system;
Participate with project coordinator in institutional contacts whenever they comply with health technical issues
Preparing a monthly activity plan and reports;
MdM representation, when the project coordinator cannot be present.

Academic Qualifications/Experience/Language
Education Licenciatura em Medicina ou Enfermagem
Professional experience At least 2 years of experience and preferably 1 year experience in emergency or development projects in developing countries.
Languages: Domain of Portuguese and fluent in English.

The Asia Foundation Timor-Leste (an International NGO) is currently seeking for candidates for the position of Election Monitoring and Voter Education Program Manager who will support an extensive running program of ‘Support for Local Governance, Election and Civil Society Program, and Local Governance Program Manager/Institutions and Decentralization who will be responsible for ensuring all project activities relating to the Local Governance, Elections and Civil Society (GEC) Project’s Component and specific activities in support decentralization as contained in the Program Document and Annual Implementation Plans are implemented in an organized manned and all project outputs are met.
The two vacant positions’ key responsibilities and qualifications include:
·Elections Monitoring and Voter Education Program Manager
Under supervision of Chief if Party, GEC Project, this person will be responsible in assisting the formation and strengthening of a civil society coalition to monitor election; facilitating and coordinating program support to the civil society coalition; facilitate development and implementation of public information strategies to increase public awareness of electoral laws and processes; fostering communication and cooperation between civil society and concerned national government agencies; coordinating with established national and international civil society organizations engaged in supporting elections; organizing national events such as conferences, workshops, forums and dialogues; develop, implement, report on , carry out monitoring and evaluation of the Elections Monitoring and Voter Education; work with prospective grantees to develop program activities; determine program feasibilities; monitor and facilitate programs; obtain timely and useful reports; critically evaluate outcomes.
Qualifications:
Holder of a degree in public administration, economics, management, political science or related subjects from and international accredited university or college (a master degree will be an advantage); experience in project management or implementation; familiar with Timor Leste’s election laws, rules, regulations procedures and penalties; familiar with Timor Leste’s government institutions involved in election (CNE and STAE and the UN Electoral Support Team); Fluent in English as well as Tetun and Portuguese; good writing and public speaking skills (English and Tetun); experience in facilitation will be an advantage.
One year contract commencing at earliest February 1, 2010.
·Local Governance Program Manager/Institutions and Decentralization
Under supervision of the Chief of Party, GEC Project, this person will work closely with the concerned Ministry and other organs of government to identify assistance needed to advance decentralization initiative; monitor status of draft laws on local governments for purpose of determining needed assistance to the government; monitor civil society initiatives in support decentralization and determine how the project can support such initiatives; prepare terms of agreement for possible grant assistance to civil society groups; manage grants agreements with civil society and government; manage consultants, resource persons, volunteer and other personnel or staff contracted to implement activities; prepare budgets, activity plans, activity reports, training programs, scope of work, terms of reference and other documents needed to implement decentralization program activities; plan and manage the implementation of a civic education program in relation to decentralization and support for suco councils, in all districts; prepare monthly reports on activities implemented; translate relevant documents as required; facilitated round table discussion; assist training activities and perform other functions as may be necessary to ensure project implementation.
Qualifications:
At least ten years experience in project management; holder of degree in public administration, economics, management, political science or related subject; at least ten years of experience in dealing with government offices and civil society of Timor Leste; familiar with Timor Leste’s Parliament procedures and personalities; familiar with Timor Leste’s government institutions; fluent in English as well as Tetun and Portuguese; good writing and public speaking skills ((English and Tetun); experience in facilitation work will be an advantage; good in proposal-making (English) and report preparation including the use of basic project documentation and evaluation tools such as logframes, GANTT Charts; knowledgeable in use of basic computer software: WORD, EXCEL and POWERPOINT.
One year contract with one month probation, and with possible extension, commencing as soon as possible.
