JOB POSTING

The Asia Foundation Timor-Leste (an International NGO) is currently seeking for candidates for the position of Election Monitoring and Voter Education Program Manager who will support an extensive running program of ‘Support for Local Governance, Election and Civil Society Program, and Local Governance Program Manager/Institutions and Decentralization who will be responsible for ensuring all project activities relating to the Local Governance, Elections and Civil Society (GEC) Project’s Component and specific activities in support decentralization as contained in the Program Document and Annual Implementation Plans are implemented in an organized manned and all project outputs are met.

The two vacant positions’ key responsibilities and qualifications include:

·         Elections Monitoring and Voter Education Program Manager

Under supervision of Chief if Party, GEC Project, this person will be responsible in assisting the formation and strengthening of a civil society coalition to monitor election; facilitating and coordinating program support to the civil society coalition; facilitate development and implementation of public information strategies to increase public awareness of electoral laws and processes; fostering communication and cooperation between civil society and concerned national government agencies; coordinating with established national and international civil society organizations engaged in supporting elections; organizing national events such as conferences, workshops, forums and dialogues; develop, implement, report on , carry out monitoring and evaluation of the Elections Monitoring and Voter Education; work with prospective grantees to develop program activities; determine program feasibilities; monitor and facilitate programs; obtain timely and useful reports; critically evaluate outcomes.

    Qualifications:
    Holder of a degree in public administration, economics, management, political science or related subjects from and international accredited university or college (a master degree will be an advantage); experience in project management or implementation; familiar with Timor Leste’s election laws, rules, regulations procedures and penalties; familiar with Timor Leste’s government institutions involved in election (CNE and STAE and the UN Electoral Support Team); Fluent in English as well as Tetun and Portuguese; good writing and public speaking skills (English and Tetun); experience in facilitation will be an advantage.

One year contract commencing at earliest February 1, 2010.

·            Local Governance Program Manager/Institutions and Decentralization

Under supervision of the Chief of Party, GEC Project, this person will work closely with the concerned Ministry and other organs of government to identify assistance needed to advance decentralization initiative; monitor status of draft laws on local governments for purpose of determining needed assistance to the government; monitor civil society initiatives in support decentralization and determine how the project can support such initiatives; prepare terms of agreement for possible grant assistance to civil society groups; manage grants agreements with civil society and government; manage consultants, resource persons, volunteer and other personnel or staff contracted to implement activities; prepare budgets, activity plans, activity reports, training programs, scope of work, terms of reference and other documents needed to implement decentralization program activities; plan and manage the implementation of a civic education program in relation to decentralization and support for suco councils, in all districts; prepare monthly reports on activities implemented; translate relevant documents as required; facilitated round table discussion; assist training activities and perform other functions as may be necessary to ensure project implementation.

Qualifications:
At least ten years experience in project management; holder of degree in public administration, economics, management, political science or related subject; at least ten years of experience in dealing with government offices and civil society of Timor Leste; familiar with Timor Leste’s Parliament procedures and personalities; familiar with Timor Leste’s government institutions; fluent in English as well as Tetun and Portuguese; good writing and public speaking skills ((English and Tetun); experience in facilitation work will be an advantage; good in proposal-making (English) and report preparation including the use of basic project documentation and evaluation tools such as logframes, GANTT Charts; knowledgeable in use of basic computer software: WORD, EXCEL and POWERPOINT.

One year contract with one month probation, and with possible extension, commencing as soon as possible.
