WFP is the world’s largest humanitarian Food Aid Agency helping more than 90 million people, with an annual budget of nearly US$3 billion. In Timor Leste we aim to assist approximately 250,000 people through School Meals, Mother & Child Health Care, Food For Work and Emergency Relief.

We are currently seeking a qualified candidate for the following post.

Post Title: Logistics Assistant

Contract Type: Service Contract

Post grade: SC-4

Duration: One year Service Contract (with 3 months’ probation period) renewable

Duty Station: Dili

Duties/Responsibilities:

Under the administrative directive of the Country Director, Deputy Country Director and supervision of National Logistics officer/Logistics Officer, Logistics Assistant will be responsible for the following duties and responsibilities:

q Assist National Logistics Officer in the management of logistics operations including all logistics assets in order to ensure timely and cost-effective delivery of WFP cargo from point of entry up to FDP;

q Ensure arrangement of prior clearance and availability of required documents of the shipments arriving Dili by sea or road to avoid delays/demurrage

q Liaise and provide support to the sub-offices with a view to streamline operational issues and prevent logistics bottlenecks such as timely receipts and dispatches of relief food.

q Monitor transporters movement and report any problems with regard to dispatches and receipts in coordination with origin and destination.

q Coordinate with WFP Security Officer on security matters during the movement of WFP own or commercially contracted convoys and report incidents as and when occured.

q Prepare the Landside Transport Instruction (LTI) and follows-up status daily and provides daily status report.

q Assist in the coordination of logistics operations with other organizations in Dili, East timor including transport companies, Government representatives and warehouse operators.

q Follow-up with the shipping & customs agent on ship ETA’s, Arrival and make clearance arrangements (thourgh appointed agent) to deliver the cargo in our warehouses.

q Ensures that WFP waybill is issued for all movement of cargo without exception and submit waybill copies for data entry into COMPAS.

q Provides input to logistics network design, Assist Logistics officer in troubleshooting incidents and to ensure smooth implementation of logistics operation.

q Assist warehouse staff in their day to day operations.

q Perform any other related duties as and when required

Qualifications/Experience:

  • Secondary school education, preferably Certification in business administration or economics, or relevant

logistics qualifications or extensive logistics experience.

  • At least 2-3 years experience in shipping, freight forwarding, trucking, warehousing or other

logistics/transport operations

  • Sound judgment, initiative and integrity; ability to extract, interpret, analyze and format data and to resolve operational problems. Ability to work with minimum of supervision; ability to write reports in English. Must be able to work effectively under time constraints and pressure and to deal patiently and tactfully with staff members at all levels and with others.
  • Fluency in both oral and written English. Knowledge of local languages.
