  1. Background:

Timor-Leste ratified the United Nations Framework Convention on Climate Change (UNFCCC) in January 2007. As part of its obligations under this Convention, Timor-Leste must develop its National Adaptation Programme of Action for Climate Change. The NAPA is an 18-month project and has been developed by the Government of Timor-Leste (State Secretariat for Environment) and UNDP. It will be implemented by UNDP for the Government of Timor-Leste, under supervision and with direct involvement in implementation of activities by the Secretariat of State for Environment.

The NAPA aims to setup an institutional structure for the development of the Action Plan, to identify the vulnerability of Timor-Leste to climate variability and the adaptation measures necessary to address these. These should inform the production of an Action Plan for Adaptation to Climate Change, with priority actions clearly identified. This project will work in parallel to other projects being developed under other conventions and agreements to which Timor-Leste is now party.

To ensure adequate coordination and implementation of this project, UNDP is looking for a National Project Manager to take up the following duties and responsibilities.

B. Duties and Responsibilities:

The National Project Manager will be responsible for overall management of the project and will be working under the direct supervision of the National Director for International Environmental Affairs (NDIEA) and the Programme Officer, UNDP Poverty Reduction and Environment Unit. He/she is expected to perform the following functions:

§ Supervise and coordinate the production of project outputs as per the project document;

§ Maintain good communication, coordination with Government counterparts, donor agencies, NGOs and communities;

§ In coordination with the National Directorate for International Environmental Affairs and the Environment Section (UNDP), review and update the overall project work plan and budget allocation;

§ Participate in the preparation of TORs and organize interviews for selection of candidates for short term consultancy missions;

§ Provide necessary guidance and technical support to Consultants in performing their functions;

§ Organise and facilitate Project Steering Committee (PSC) and Project Working Committee (PWC) meetings; and any other meetings with Government Counterparts, NGOs, communities and other stakeholders;

§ Keep regular monitoring of the progress of the project and take corrective actions to ensure that the project is achieving expected outputs within the given timeframe and budget;

§ Prepare monthly progress updates, Quarterly and Annual reports to the GoTL, GEF and UNDP;

§ Supervise project personnel in conducting Administrative and Logistical functions and ensure timely and effective implementation of project activities;

§ Certify and monitor the delivery of financial and non-financial resources;

§ Ensure that project assets are properly recorded and used for implementation of the project;

§ Produce a terminal report to the GoTL, GEF and UNDP; and

§ Perform any other functions as required by the project.

  1. Qualification, Competencies and Professional Experience:

· A university degree in environmental sciences, natural resource management or other relevant academic and professional qualification.

· Proven extensive experience and technical ability to manage a project and good technical knowledge in the fields related to Climate Change, participatory approaches and environmental conservation.

· Strong background in project administration and management.

· Strong experience in organizing meetings, workshops and writing reports in English.

· Good interpersonal and communication skills.

· Ability to work as a team.

· Good organizational skill.

· Strong computer skills especially for Word Processing, Spreadsheets, and Power point.

· Good oral and written communication skills in English and Tetum (Portuguese and Bahasa Indonesia are highly desirable).

· Knowledge of UNDP project implementation procedures, including procurement, disbursements and GEF reporting and monitoring is highly preferable.
