Statement of Work

Peace Dividend Trust Timor-Leste operates a number of online platforms designed to assist the private sector and create jobs in Timor-Leste. See www.peacedividendmarketplace.tl for more general details.

It is Peace Dividend Trust’s intention to recruit a National website design and management consultant to perform the following tasks

Tasks

1 Assess the quality of platforms 2, 3, and 4 and recommend additions and or adjustments;
2 Enable these platforms with file folder capability, sitemeters, email subscription;
3 Enable Google Analytics on all platforms:
4 Train National Staff to maintain platforms 3 and 4;
5 Enable Google Ads;
6 Participate in Google Grant Application;
7 Become familiar with platform 5 so as to assess possible CMS management in the future.

· Fluent in Tetum, Bahasa Indonesia, or Portuguese required

Reporting lines The Project Associate will work closely with and report to the Country Director and Verification Project Manager

Context: The Peace Dividend Marketplace (PDM) project is an innovative approach to increase the economic impact, and the resulting peace dividend, of the international aid and humanitarian presence in Timor-Leste. Conceptualised in a 2004-2005 study on the economic impact of peacekeeping in collaboration with UN officials in 12 peacekeeping operations, this project intends to expand the local economic footprint of the UN and international agencies while simultaneously decreasing the operating costs of the missions. This can serve to channel additional millions into the host economy, create jobs, and build capacity. The PDM project will have three main components: an online procurement directory, matchmaking services and a training and outreach program. This concept has been piloted in Kabul, Afghanistan since 2005. The Timor-Leste approach will be adapted to local circumstances but remain similar in principle. Additional initiatives are in development.
