Purpose of the Position

The Program Associate Manager will support the Program Manager to take the lead in acquiring new resources, and mobilise new and existing resources in order to achieve set strategic directions. This will include:
·         Overseeing program/project design, monitoring, and evaluation
·         Taking the lead in coordinating donor relations
·         Leading the identification and matching of the needs of programs/projects to different donor strategies and potential funding sources
·         Writing and supporting others to write proposals/concept papers, and
·         Coordinating the mobilisation of resources entrusted to WVTL in order to ensure the effectiveness and efficiency of resource utilisation.

 

Major Responsibilities

Leadership & Management:
·         Participate and support leadership in WVTL’s strategic planning processes and implementing the National Strategy.
·         Assist develop the strategy for resource diversification of WVTL in line with the National Strategy.
·         Ensure project deliverable alignment to LEAP cycles and WVI policies, ministry standards and donor requirements.
·         Track funding opportunities, including from local embassies and other donor agencies. Identify potential donors - take initiative in exploring new opportunities for grants and non-sponsorship funding and match them with WVTL’s strategic directions.
·         Assist manage the yearly planning cycle at WVTL, ensuring projects develop quality Direct Implementation Plans
·         Regularly visit projects in order to keep up to date with the situation in the field, discuss new ideas and learn from what is happening in the field.
·         Ensure project reports are submitted to donors in a timely manner.


Donor Relations:
·         Identify and create networking opportunities with embassies, NGOs and INGOs within Timor-Leste for indentifying potential funding opportunities for programs/projects.  
·         Ensure the relationship with key donors and contacts is coordinated, up to date and proactively managed.
·         Work with support offices and other donors to identify opportunities for acquiring grants/private funds.
·         Work with donors and other stakeholders for proposal submission and securing funding.

Proposal development:
·         Work with the DME Team to ensure that all program/project designs at the proposal stage are LEAP (Learning through Evaluation with Accountability and Planning) compliant from FY2010.
·         Co-Lead or coordinate the development, review and research of possible proposals and make recommendations to the Senior Management Team about whether WVTL should pursue these opportunities.
·         Follow up with donors or support offices on proposals sent, including about any outstanding issues to be addressed to get the proposals approved.
·         Work with the National Director and Area Managers to lobby donors and influence their resource allocation. 

Capacity building: 
·         Proactively work with Area Managers, Project Managers and Project Coordinators to build the capacity of WVTL staff, including in the areas of resource acquisition and writing quality concept papers and reports.
·         Lead and build capacity of the Programs and DME Team.
·         Support or lead training weeks for staff at WVTL
·         Ensure the Resource Acquisition and DME Team is aware of and understand WVTL strategic directions, LEAP standards as well as other initiatives of the World Vision Partnership.


Knowledge, Skills, Abilities:

University Degree in Development or related studies

Training in program/project design, monitoring and/or evaluation

Competence in written English communication

Excellent presentation and facilitation skills

Effective proposal and report writing skills
Required

Literacy in computer Microsoft Word and Excel
Preferred
Experience
Minimum 2 years of appropriate professional experience in resource acquisition (proposal writing); development programs; and Design, Monitoring and Evaluation
Required

Working experience with NGO, INGO is an advantage
Preferred

Demonstrated ability to work effectively under high pressure
Required

Working Environment
Be willing to work in a team environment and travel (about 20%) and stay overnight at project site.
