In support of its current growth, Plan Timor-Leste wishes to recruit an experienced Procurement Officer.

Plan is an international NGO that works in over 45 countries to achieve lasting improvements in the quality of life of children, young people and families. It has been working in Timor-Leste since 2001.

Reporting to the Operations Manager, the Procurement Officer will be responsible for:

  • Manage all procurement processes to support program activities in the field and ensure efficient functioning of the office (Dili, Alieu, Luatem)
  • Assist program and admin departments in making requests and preparation of detailed specifications or items and services.
  • Register and process procurement requests
  • Obtain Canvass or quotes for any items requested following the required procedure and process
  • Coordinate selection committees to recommend selection decisions
  • Prepare all necessary documents like selection forms and purchase order and delivery note to programs
  • Procure items and arrange payments
  • Verify  the delivery office goods from vendors to ensure the goods are matched with the requests of each department
  • Maintain Fixed asset register regularly and organize a inventory process every six months
  • When appropriate, visit to community or field to verify items received from the program staff
  • Maintain a database of all quotations plus period of validity
  • Maintain lists or update of contractors or suppliers and detail full contacts.

The position is Dili based but will require some visits to the districts.

The successful candidate will have:
·         At least three years solid experience in Procurement services
·         Good time management skills
·         Strong administration skills
·         Experience in working with people from a wide range of skills and backgrounds
·         Fluency in both English and Tetun

This is a long-term appointment and salary and benefits will be highly competitive for the right candidate.
