STRENGTHENING PROPERTY RIGHTS IN TIMOR LESTE (SPRTL) PROJECT – “ITA NIA RAI”
Scope of Work
Position: Task 4 Leader: Land Administration Specialist (Task 4 Leader)
Project: Strengthening Property Rights in Timor-Leste, USAID-funded, implemented by ARD, Inc.

Duration: Up to Project end based on performance
Project Background:
Working in close cooperation with the Ministry of Justice and the Direcção Nacional de Terras e Propriedades (DNTP), this 5-year project will build on past USAID Land Law Programs to provide support to the Government of Timor-Leste in the area of land and property.  The project’s objectives include: 1) Strengthening Policy, Law and Regulations; 2) Developing Land Administration and Information Systems; 3) Resolving Disputes; and 4) Increasing Public Awareness.
The Project comprises 5 tasks in the pursuit of the objectives noted above; 1) Public Information Awareness / Increased Transparency; 2) Land Policy Laws and Implementing Regulations; 3) Support to a National Land Commission (NLC); 4) Land Administration (Cadastral, Registration and Land Titling System); and, 5) Dispute Resolution, Mediation and Processes for Competing Claims to Land.
Reporting:
The Task 4 Leader reports to the Deputy Chief of Party and works under the administrative guidance of the SPRTL Office Manager.
Responsibilities
The Task 4 Leader will hold responsibility for assisting with start-up planning and for ongoing coordination of field operations in the Districts. The responsibilities of the Land and Property Specialist (National) include but are not limited to the following:
  1. Working with other Tasks, Project Specialists and DNTPSC, prepare a field operations work plan and schedule to guide extension of Project operations to all Districts;
  2. Manage Regional Coordinators responsible for regional data collection activities across Timor-Leste;
  3. Working with the Project start-up coordinator and other Task Specialists, set up field offices and field teams in accordance with the field operations work plan;
  4. In accordance with project and donor guidelines and policies, assist with recruiting Timorese for central office and field operations;
  5. Work with the Training Coordinator to prepare training schedules and arrange training courses for data specialists, field coordinators and data collectors;
  6. Work with the Deputy Chief of Party to oversee field operations and coordinate the activities of the 7 field offices;  resolve problems experienced during operations and clear bottlenecks;
  7. Work with Task 5 in preparing and arranging community based conflict mediation and dispute resolution;
  8. Assist with coordination of the pilot tests, and with assessing the results and refining the systems;
  9. Work closely with DNTPSC/DTPSC in monitoring and evaluation of central office and field operations in accordance with activity indicators;
  10. Other activities as deemed appropriate by the Chief of Party from time to time.

Conditions
The position will require some travel within Timor-Leste.
Desirable Requirements
-          Post secondary educational qualification in Earth Sciences or similar;
-          Experience working in land related issues;
-          Understanding of Geographic Information Systems, cadastre, land survey technology and databases;
-                       Fluency in English and Tetum and good knowledge of Bahasa Indonesia is required;
-          Computer literacy required.
