STRENGTHENING PROPERTY RIGHTS IN TIMOR LESTE (SPRTL) PROJECT
Scope of Work
Position: Field Office Data Specialist
Type of Employment: National
Duration: Short term probationary employment for 3 months; extension to long term employment may be possible subject to satisfactory performance
Project: Strengthening Property Rights in Timor-Leste, USAID-funded, implemented by ARD, Inc.
Location:  Dili
Project Background:
Working in close cooperation with the Ministry of Justice and the Direcção Nacional de Terras e Propriedades (DNTP), this 5-year project will build on past USAID Land Law Programs to provide support to the Government of Timor-Leste in the area of land and property.  The project’s objectives include: 1) Strengthening Policy, Law and Regulations; 2) Developing Land Administration and Information Systems; 3) Resolving Disputes; and 4) Increasing Public Awareness.
The Project comprises 5 tasks in the pursuit of the objectives noted above; 1) Public Information Awareness / Increased Transparency; 2) Land Policy Laws and Implementing Regulations; 3) Support to a National Land Commission (NLC); 4) Land Administration (Cadastral, Registration and Land Titling System); and, 5) Dispute Resolution, Mediation and Processes for Competing Claims to Land.
Reporting:
The Field Office Data Specialist will work under the direct supervision and management of the Field Office Manager and will work closely with the National and International Land Registration Specialists and Project Data Specialists.
Responsibilities
The Field Office Data Specialist will be assigned to Dili.  The Field Office Data Specialist will hold responsibility for coordinating activities associated with the collection of property and land claims data in the District. The responsibilities of the Field Office Data Specialist, includes but are not limited to the following:
  1. Assisting with processing land claims data collected in the field by data collectors: database entry, GIS editing and renaming of files;
  2. Assist with preparing work plans and schedules for the District’s data collection program;
  3. Assist with training field teams in their tasks including data verification;
  4. Check field collected claims data for completeness and consistency;
  5. At the completion of the public display period forward final data to the Project Central Office including records of counter claims received during public display;
  6. Ensure that all activities carried out are sensitive to gender issues and that women are given equal opportunities to participate in all aspects of the project;
  7. Other activities as deemed appropriate by the Chief of Party.


Conditions
The position will require some travel within Timor-Leste.
Desirable Requirements
-          Post secondary educational qualification Earth Sciences or similar;
-          Previous experience working in land related activities;
-          Basic understanding of Geographic Information Systems, cadastre, land survey technology and databases;
-          Computer literacy;
-                       Fluency in English and Tetum and good knowledge of Indonesian is required.
-          Previous experience working for an international organization would be an advantage.

-                       Team player with good inter-personal skills.
