GRM is the Managing Contractor for the Australian Government assistance provided to Timor-Leste via the East Timor Justice Sector Support Facility (ETJSSF) - The Justice Facility

We are seeking Three Information Management Project Officer for OPD, Prisons & Courts

A panel will assess applications on the basis of technical merit.

A.     TERMS OF REFERENCE

Information Management Project Officers for Office of Public Defender (OPD), Prisons or Courts


Reports to
Justice Sector Information Management Director
Primary counterparts
Justice Sector Institutions  especially  Information Management Project Teams of
OPD, Prisons and Courts
Duration
1 year fixed term
Location
Based in the OPD, Prisons or Courts. Some Travel to Districts required 
Language
The sector agencies use Portuguese and Tetun (official languages), as well as Bahasa Indonesia and English (working languages).  A high level of proficiency in written and spoken English and Tetum or Portuguese is required.

Subcontractor Responsibilities/tasks  
·         Develop and maintain effective working relationships with all key stakeholders in respect to the Information Management Teams from OPD, Prisons and Courts.
Under the overall support and direction of the Justice Sector Information Management Director, undertake the following:
·         Fully support to the implementation Information Management Project Work Plan;
·         Manage the Implementation of Information Management Project in coordination with and under the direction of Justice Sector Information Management Director;
·         Act as the representative of Justice Sector Information Management Director and the Facility where appropriate and necessary in regard to the Information Management Project;
·         Facilitate and participate in necessary meeting and discussion with national and international (UNDP, UNPOL and TLPDP) counterparts to ensure their full support for and participation in the Information Management Project development and implementation;
·         Coordinate with national and international personnel and officials in other agencies within the government of Timor-Leste and especially the justice sector to ensure the efficiency and effectiveness of the project implantation outlined in Information Management Project Work Plan;
·         Perform other duties as directed.

B.     SELECTION CRITERIA

Qualifications and Experience
·         Tertiary qualification in Business, Justice or Economic Management or equivalent;
·         Previous work experience in a Project Management and Implementation preferably in the area of Data and Information or Knowledge Management issues;
·         Experience working in Training Management, with a focus on implementation of project goals and training;
·         Recognized relevant qualification or practical experience in activity planning and project management and development with government, especially Data, Knowledge and Information Management Issues;
·         General knowledge of Information Technology is required.
·         Understanding of organizational development issues in Timor-Leste, preferably in the context of the Justice Sector;
·         Understanding of organizational development issues in Timor-Leste, preferably in the context of the Justice Sector;
·         Understanding of the legal system and public administration in Timor-Leste is an advantage.
·         Good communication, writing and computing skills;
·         Proficiency in use of email and computer user programs (Microsoft Office)

Other Qualities/Competencies
·         Fluency in English and Tetum or Portuguese.
·         Strong interpersonal communication skills, with the ability to communicate well with people from diverse cultures and backgrounds; Ability to be flexible and to identify a variety of solutions to issues that may arise;
·         Ability to work sensitively and in a culturally appropriate manner with people from diverse cultures and backgrounds;
·         Ability to work as part of a team with a commitment and skills to resolve conflict in the workplace;
·         Ability to maintain confidentiality in difficult working environments;
·         Prepared to work flexible hours if required;
·         Good character, honest, punctual and work with integrity;
