JOB TITLE: Programme Coordinator
Expected start date: 1 February 2010
Type of contract: Fixed Term, 3 years
Salary: USD10, 800.00 –“ USD12, 000.00 per annum (including tax 10%)
GENERAL DESCRIPTION OF THE JOB:
Programme Coordinator for a 3 year development programme entitled "Participative and effective Budget Monitoring in East Timor through an enhanced Civil Society", to be implemented by Luta Hamutuk, and funded by the European Commission (EC) and CAFOD.
The Programme Coordinator will be responsible for overall monitoring and evaluation and reporting of the project, liaison and coordination with CAFOD and other international associates on project implementation, and building the capacity of Luta Hamutuk in managing institutionally-funded projects. The post holder will have responsibility in conjunction with CAFOD staff for ensuring compliance with EC operational, monitoring and reporting requirements.
DUTIES AND RESPONSIBILITIES:
Monitoring and Evaluation, and Reporting: The Programme Coordinator will have overall responsibility for monitoring and evaluation, and reporting to CAFOD. This will include the provision of technical support and guidance to Luta Hamutuk to develop and ensure the effective roll-out and implementation of monitoring and evaluation systems, and being responsible for the production of timely and accurate reporting to donors on programme progress and impact.
Ensuring compliance with EC contract requirements: The Programme Coordinator will support grant management and will have responsibility in conjunction with CAFOD and Luta Hamutuk staff for ensuring that the project is carried out in full compliance with EC contract requirements and that all funds are used accountably.
POSITION IN THE ORGANISATION:
The Programme Coordinator will be managed by, and report to, the Director of Luta Hamutuk. They will have an additional line of reporting to CAFOD.
PERSON SPECIFICATION:
Qualifications and Experience:
Essential:
• Degree level educaation.
• Substantial hands-on experience working on ddevelopment programmes, particularly in M&E and capacity building roles.
• Substantial experience in financial and grant mmanagement, and in managing compliance requirements.
• Experience in liaising with and reporting to institutional donors
Desired:
• Experience working on ECC funded programmes.
• Experience working on governance and transparency issues.
• Practical experience in gender mainstreaming.
• p; Experience in developing and facilitating training workshops to civil society organisations and community-based organisations.
Skills and knowledge:
Essential:
• Demonstrateed skills in monitoring and evaluation, NGO capacity building, and project management.
• Proven skills and ability in representtation and collaboration with multi-level stakeholders.
• Excellent interpersonal and team-wworking skills.
• Excellent oral and written communiccation skills, with proficiency in Tetum or Indonesian, and in English.
Numerate and familiar with analysis of statistical data.
• Ability to work within an agreed timetable andd set deadlines.
• Proficient in standard IT packagess (Excel, Word, and email)
Desired:
• Familiarity with EC regulations and policies and ability to fulfil reporting requirements.
• Databasse development and management skills.
• Knowledge of gender mainstreaming issues and tools.
• Knowledge of accountability issues and processes.
