This placement offers an exciting opportunity to participate in addressing HIV and AIDS in a post-conflict country, with current low prevalence rates. The HIV and AIDS Development Adviser will work alongside Fundasaun Timor Hari’i (FTH) and Estrela+. S/he will develop and support their staff to contribute effectively in addressing HIV and AIDS in Timor-Leste, including through the implementation of the GIPA Principle (Greater Involvement of People Living with HIV and AIDS). With FTH, the focus of the work will be on organisational capacity building, in order to provide a solid foundation for the further development of HIV and AIDS prevention programmes in Timor-Leste. With Estrela+, the focus of the work will be on the formal establishment and strengthening of this young network of People Living with HIV and AIDS (PLHIV) in Timor-Leste. Both elements of the placement are part of a wider national strategy addressing HIV and AIDS. S/he will also assist FTH and Estrela+ in building the capacity and awareness amongst local Timorese NGOs, other national key institutions, and the community in general regarding issues surrounding HIV and AIDS.

You should have an appropriate degree/qualification in development, social sciences, public health or a related field.

You should have a minimum of five years’ experience in HIV and AIDS programmes in a policy or design capacity at community and national levels, and at least three years’ work experience in organisational development in an advisory, management and/or support capacity. Proven experience of planning and facilitating training events on HIV and AIDS; of working with governmental and non governmental organisations, most at risk groups, and PLHIV; in communicating with a range of stakeholders (including government, NGOs, Churches and local leaders); and of working in a resource poor environment are also essential.

You should also have an inter-disciplinary knowledge of the management and control of HIV and AIDS; a good knowledge of HIV and AIDS as a development and human rights issue, and an understanding of the implications of gender inequality when working with issues relating to HIV and AIDS. An understanding of capacity building techniques and methods; excellent project management, self-organising, and prioritising skills; the ability to adapt skills and knowledge to local context and work in a resource poor environment; good team building skills, flexibility and a consensus-led approach to work; commitment to participatory/consultative methods; empathy with people living with or affected by AIDS and a commitment to work with PLHIV, and a willingness to learn basic Tetum and/or Bahasa Indonesian are also essential.
