1.      Project Description

The Joint Programme of Supporting Gender-Equality and Women’s Rights in Nation Building of Timor-Leste successfully received support from the Spanish MDG Achievement Fund.  It is a three year programme from 2009 to 2011.  The Joint programme is implemented by UNDP, UNFPA, UNICEF, UNIFEM and IOM in partnership with government agencies, structures at national and districts, and relevant civil society organizations and groups. Target districts are in Dili, Baucau, Bobnaro, Covalima, and Oecusse.

The objectives of the joint programe are the following:

        Improve the protection of girls/women and uphold their rights, and reduce their vulnerability to domestic violence and human trafficking through regulatory frameworks, socialization campaigns, and capacity building efforts at governmental and civil society levels
        Improve the social and economic situation of girls/women through a fair allocation of resources that are reflected in gender sensitive budgeting within National Action Plans

In achieving the objectives, the joint programme strategies are as follows:

        Establish legal frameworks to end domestic violence and human trafficking by enabling women and girls to claim their rights
        Improve and strengthen outreach mechanisms, services, and social protection scheme to reduce vulnerability of women and girls and improve protection for them
        Promote gender sensitive budgeting as an influential policy instrument of the government to ensure financial commitment to programs in the National Action Plan that will have impact on the lives of women and girls.

These strategies will be implemented by advocating and providing technical support for the promulgation of the Law against Domestic Violence; advocacy and technical support for gender sensitive budgeting of National Action Plans on domestic violence and Human Trafficking.  The joint programme will also focus on capacity building and technical support at national and local levels (the government as well as the civil society).  Furthermore, the joint programme will involve socialization campaigns at national and local levels on domestic violence legislation and human trafficking.  The joint programme aims to strengthen the implementation of Social Protection schemes such as the Conditional Cash Transfer.

At the end of the Joint Programme, it is expected to achieve the following:
        Legislation on Domestic Violence passed and national action plans developed to prevent/combat domestic violence and human trafficking
        Capacity building programmes developed to upgrade the knowledge and skills of government officials, national and local NGOs, and CBOs involved in implementing action plans related to combating domestic violence and human trafficking at national and local levels
        Information, education, and communication strategies developed and implemented on domestic violence and human trafficking at national and local levels targeting right holders and duty bearers
        Technical support to Ministry of Social Solidarity for measurement indicators of conditional cash transfers and improving implementation of existing Conditional Cash Transfers (Bolsa Mae)
        National and local referral mechanisms and service established and/or strengthened for the protection of victims of domestic violence and human trafficking
        Gender sensitive budgeting incorporated into National Action Plans to protect women and girls against domestic violence and human trafficking

The Joint Programme will be conducting a baseline study and needs a consultant to undertake the baseline study in the field.  The baseline study will assist the Joint Programme in fine-tuning its programme activities and in establishing targets for monitoring and evaluating programme activities.  The baseline consultant is expected to be fluent in the use of both qualitative and quantitative methods and to interact with Joint Programme UN implementing agencies, partner organisations and community members in conducting the baseline.

2.      Consultancy Description

The consultancy requires the implementation and analysis of the baseline study in five districts of the joint programme – Dili, Baucau, Covaliman, Bobonaro and Oecessi and collaborate with the National Coordination Analyst at the Programme Management Unit, the M&E Officer of UNIFEM, the UN implementing agencies, their partners and the community in the five districts in Timor-Leste to successfully conduct the baseline study.

A sampling size of 1,000 respondents/community members from the five districts will be expected.  In addition, eight (8) suco chiefs from each district will be interviewed as key informant bringing the total sample size for the baseline to 1,040 respondents.  

Qualitative and Quantitative instruments have already been developed, thus, the consultancy involves the following specific tasks and responsibilities as listed in the tasks and responsibilities section (section 3).


3.      Tasks and Responsibilities

o        Lead, assemble and coordinate the baseline study team with input, as necessary from the National Coordination Officer, the M&E Officer at UNIFEM, UN participating agencies and their partners.
o        Arrange logistics for the baseline study.
o        Check the sampling strategy, plan and make adjustments as necessary – these adjustments and the justification should be documented and conveyed to the contractor.
o        Determine the personnel requirements to implement the study.  The recommendation is to hire 20 enumerators – 10 female and 10 male.
o        Engage enumerators and supervisors for the baseline study, including establishing minimum requirements and testing.
o        Conduct training workshop for the enumerators.
o        Fine-tuning the questionnaire and translate back into English of both the survey questions and the response categories.
o        Pre-test the draft qualitative and quantitative instruments during the training session and make revisions, as necessary, based on findings from the pre-testing – these revisions and the justifications should be documented and conveyed to the contractor.
o        Schedule, organize and conduct the training for enumerators and supervisors, with inputs and assistance, as necessary, from the National Coordination Officer, M&E Office at UNIFEM, UN participating agencies and their partners.
o        Organise fieldwork; ensure enumerators and supervisors are aware of procedures, expectations, etc.
o        Make arrangements to record key informant interviews and if necessary, collaborate with National Coordination Officer, M&E Officer at UNIFEM, UN participating agencies and their partners.
o        Review recordings from key informant interviews for completeness, accuracy and quality and liaise with interviewers to correct identified issues – the issues identified and steps taken to rectify them should be documented.
o        Distribute and collect completed questionnaires.
o        Distribute necessary supplies and collect field notes, observations and recordings for the qualitative aspects of the study.
o        Arrange for transcription of qualitative data into English and ensure that the transcriptions are of high quality.  Alternatively, ensure that qualitative data are recorded in note form and translated back in to English, and to ensure that the data is of high quality.
o        Ensure that electronic/soft copies of the transcriptions and key informant recordings are submitted to the contractor.
o        Document baseline study implementation.
o        Analyse baseline quantitative and qualitative study and write report of the baseline data.
o        Be available, most likely up to mid-December, to respond to questions and issues related to data analysis

Total Number of Days for Field Work:  7 to 10 Days

4.      Deliverables

o        Fully participate in conducting the baseline study as stated above
o        Fine tuning of the questionnaire to ensure the meaning of the questions and the response categories are the same in English and Tetum with back translation into English
o        Completed baseline study materials and related documentation
o        Completed surveys for quantitative portion
o        Double Data Entry conducted
o        Data cleaning for quality data conducted.
o        Field notes and observations, interview recordings and transcription for the quantitative portion and translation of all open-ended questions in the questionnaire
o        Copies of training materials for the enumerators and supervisors
o        Analysis of the field work
o        Baseline study report in ENGLISH describing the process, highlighting issues encountered in implementing the baseline and the ANALYSIS.

5.                  Qualification and experience

o        Bachelor’s in Social Sciences with at least 5 years working experience in the research field in Timor-Leste
o        Experience with conducting qualitative and quantitative fieldwork
o        Experience in baseline study design and implementation
o        Experience in conducting field work in Timor-Leste
o        Experience in participatory approaches
o        Able to work with  UN agencies and their partners from government and NGOs
o        Fluency in English
o        Fluency in the language the study will be conducted is preferred
o        Able to work under stressful and difficult conditions
o        Background in GBV preferred

6.                  Application Process

Expressions of interest are welcomed from companies based in Timor-Leste for the consultancy related to the baseline study for the Joint Programme on Women’s Rights and Gender Equality in Nation Building in Timor-Leste. 

The expression of interest must include:
1)      Consulting company’s background and statement of capacity
2)      CV(s) of the consultant(s) proposed to undertake the study
3)      Implementation procedures to be followed in carrying out the tasks detailed in the TOR
4)      Work schedule (the breakdown of activities and tasks for the duration of the period)
5)      Submission of a financial bid, including a detailed break-down of the fees and other charges should provided taking into consideration the bid ceiling – USD20, 000.   

7.         Time frame
The training session will begin in late November 209. This baseline field work is to be carried out in late November 2009 and the study to be completed by mid-January 2010.
