General Description of the Job:
The UNDP Support for Civil Service Reform (SCSR) Project is seeking for a qualified National Project Operations Manager to work under the overall supervision of the Chief Technical Advisor (CTA) and in close collaboration with the Public Sector Capacity Development Advisor (PSCDA). This post will be based in Dili, Timor-Leste.
Duties and responsibilities:
The National Project Operations Manager (NPOM) will be responsible for overseeing the day-to-day operational management of the project. In addition, this position will manage, in coordination with government partners and with UNDP country office, the contracts of any technical assistance attached to the project.
1. Operations Management:
· Support the CTA to consult with the development partners and ensure the financial resources mobilization of the project.
· Support the CTA to manage and maintain the project Budget, prepare budget revisions, General Ledger Journal Entry (GLJE) for reversal and prepare periodic financial reports for development partners.
· Review and ensure all disbursements for the project expenditures are in accordance with the project budget and the Annual Work Plan.
· Working with the HRM officer, ensure that recruitment action is carried out in a transparent and efficient manner, in compliance with UNDP regulations. When required, participate in interview panels.
· Manage all administrative matters related to the SCSR project, including adviser contracts.
· Maintain project information and statistics in order to meet the project’s organizational and reporting needs.
· For the project’s multilaterally funded development posts, manage the timely and transparent advertisement of positions, in compliance with UNDP recruitment regulations, including submission to internal and external advertisement services.
· In accordance with the criteria specified in the TORs, review and shortlist applicants for each position.
· Write up and coordinate signature of the interview minutes, and ensure that all appropriate supporting documentation is submitted to UNDP Human Resources / UNV in a timely manner.
· Collaborate with the UNDP Media Unit to ensure that the SCSR project information is fully up-to-date on UNDP media sources.
· Working with the Project Team, oversee inventory management, procurement and any other operations as required.
· In conjunction with the CTA design and implement a capacity development program for national project support staff.
· In collaboration with the CTA supervise project staff in day-to-day operational management relating to project and UNDP guidelines.
2. Coordinate the provision of technical assistance:
· Support the CTA and PSCDA in providing support to advisers, including: providing advisers with inductions upon arrival and orientation with partner institutions, briefing advisers on their work-plan and reporting requirements to the project, ensuring effective communication of project news to advisers, and managing adviser concerns while on-board.
· Support the PSCDA to design and implement a monitoring and evaluation program to ensure that advisers meet their performance requirements.
· Work closely with national and international partners engaged in the sector to ensure effective coordination of technical assistance.
3. Competencies

4. Qualifications required:
· University Degree in Management (Business or Public Administration), Finance, Human Resources Management or related field (applicants without a completed degree but who have demonstrated work experience at this level will also be considered)
· A minimum of 5 to 7 years of experience with public administration reforms and civil service
· Knowledge and experience in the field of capacity development
· Knowledge and experience with ATLAS system would be an asset
· Previous experience with the United Nations or other International Organization would be an asset.
· Knowledge of programme management including quality management and evaluation
· Demonstrated strong interpersonal skills.
- Strong written and spoken skill of the UN working language (English) of the duty station. Knowledge of Portuguese, Tetum and/or Bahasa Indonesia preferred.

Summary
The Manager is responsible for overseeing the daily operations of the GLIN station and play an important role in promoting GLIN both within National Parliament, to other institutions within the country, and, eventually, to other countries in the region. GLIN Manager is responsible for selecting legal instruments to be included in the database, for creating summaries of laws (in both English and in the official language of the country), and for assigning the index terms taken from a centralized thesaurus.
The GLIN Manager is also responsible for analyzing and summarizing legislation and other legal materials. GLIN Manager should also be comfortable working with computers as all the information is contributed online. The GLIN Manager should actively participate in notifying members and staff of new information from GLIN system that would be of relevant use. The GLIN Manager will work under the direct supervision of the Research Coordinator of the National Parliament Research Services.

Duties/Responsibilities:

Qualifications/Experience:
Secondary School education supplemented with experience or additional qualification in education, social services, nutrition, agriculture or other development-related field.
At least 2-3 years of progressively responsible work experience including at least 1 year the field of statistics, refugee operations or another related field.
Sound judgment, initiative and integrity; ability to extract, interpret, analyze and format data and to resolve operational problems. Ability to work with minimum of supervision; ability to write reports in English. Must be able to work effectively under time constraints and pressure and to deal patiently and tactfully with staff members at all levels and with others.
Fluency in both oral and written English. Knowledge of local languages.

The Programme of Research and Dialogue for Peace (PRDP) is being conducted in partnership between Interpeace - the International Peacebuilding Alliance and CEPAD - the Centre of Studies for Peace and Development (a new National NGO set up to host the programme). The goal of the programme is to help break the cycle of violence and create a climate in which the people of Timor-Leste can identify and address priority issues challenging peace in a non-violent and sustainable manner, ultimately transforming the way in which problems and potential conflict are handled.
PRDP develops countrywide processes of action-oriented dialogue in all thirteen districts of Timor-Leste to bring people together and create a space where participants can identify priority issues of concern, understand their origins and dynamics and consider possible ways of addressing them. The results of this process will be validated and effectively communicated in a ‘country note’ report which will be presented to leaders and policy-makers at the national level. The programme is now looking to expand its team in order to provide the necessary support as it moves towards the upcoming national forum and into its next phase of research at the sub-district level where action responses to recommendations will be designed.

Project: Programme of Research and Dialogue for Peace
Duration: 6 months (with possible extension)
Duty Station: Dili

Reports to: CEPAD Director
Number of Posts: 3 posts: One responsible for each region: Region 1 (Manatuto, Baucau, Viqueque, Lautem), Region 2 (Dili, Aileu, Same, Ainaro), Region 3 (Liquica, Ermera, Bobonaro, Covalima, Oecusse)

- Duties and Responsibilities
The Researcher will be responsible for carrying out action-research-based consultations to map key issues challenging the consolidation of peace by gathering the views of as many people as possible through dialogue, meetings and workshops countrywide, before agreed solutions are designed to ensure a long term national stability. Using participatory tools and mechanisms and working in coordination with the District Liaison Officers, the Researcher will ensure the effective implementation and reporting of the PRDP implementation activities in the field.

Professional Experience and skills:
- Excellent Research, Analytical and Writing Skills including drafting, writing and presentation skills in Tetum and English, Knowledge and experience in participatory approaches an asset
- Excellent Facilitation skills and experience in participatory/interactive dialogue, consultation and workshop facilitation
- Experience working in programs of peacebuilding and conflict resolution or in projects with related activities
- Excellent knowledge of the socio-political and economic situation of Timor-Leste
- Experience in the use of participatory methods an asset
- Relevant Bachelor degree in social sciences or equivalent
- Excellent computer skills in MS Office programs
- Excellent interpersonal and communications skills
