National Parliament 4 Positions Deadline 28 November 2008

The National Parliament of Timor-Leste and The Asia Foundation Timor-Leste have established a Parliamentary Library/Research Unit at the Timor-Leste National Parliament. In this regard, The National Parliament now seeks Timorese applicants to cover the four different postings to support the information network established at the Parliamentary/Research services unit.

The postings include:
1. Global Legal Information Network (GLIN) Manager
2. Global Legal Information Network Assistant
3. Transcriber
4. IT Assistant

The starting date of the four postings are on immediate basis, thus the application should also be submitted no later than November 28. All four postings will be based at the National Parliament.

Position Title: GLOBAL LEGAL INFORMATION NETWORK (GLIN) MANAGER

Start Date: IMMEDIATE

Duration: FULL-TIME

Duty station: National Parliament of Timor-Leste

Background

The National Parliament of Timor-Leste and The Asia Foundation Timor-Leste, with generous support from the United States Agency for International Development, the United States House Democracy Assistance Committee and the Library of Congress, have established a Parliamentary Library at the National Parliament building in Dili, Timor-Leste as of January 2008. The National Parliament now seeks a senior Timorese to support the Global Legal Information Network (GLIN) by leading the establishment and management of the legal information network as part of nation first Parliamentary Research Service.

Summary

The Manager is responsible for overseeing the daily operations of the GLIN station and play an important role in promoting GLIN both within National Parliament, to other institutions within the country, and, eventually, to other countries in the region. GLIN Manager is responsible for selecting legal instruments to be included in the database, for creating summaries of laws (in both English and in the official language of the country), and for assigning the index terms taken from a centralized thesaurus.

The GLIN Manager is also responsible for analyzing and summarizing legislation and other legal materials. GLIN Manager should also be comfortable working with computers as all the information is contributed online. The GLIN Manager should actively participate in notifying members and staff of new information from GLIN system that would be of relevant use. The GLIN Manager will work under the direct supervision of the Research Coordinator of the National Parliament Research Services.

Qualifications and experience:

Timor-Leste citizenship
University degree, preferably in legal/law
Proven legal analysis
Experience in analyzing and summarizing legislation and other legal material
Ability to establish and maintain working relationships with Parliamentary Research Services
Experience in conducting research/download/upload documents from internet - GLIN
Computer skills including Word, Excel, and Internet.
Excellent interpersonal skills.
Strong organizational skills

The National Parliament now seeks a Timorese to support the Global Legal Information Network (GLIN) and assist in providing legal information services to the Parliamentary Research Services of the nation’s first Parliamentary Research Service.

Summary

The GLIN Assistant will work as part of Parliamentary Research Services (PRS) at National Parliament and will work under direct supervision of GLIN Manager in serving the National Parliament by providing legal information needed for PRS research team. He/She will also upload legal information regarding Parliament legislation to the GLIN database. The GLIN Assistant will conduct internet research/download information or documents from the GLIN System, scan and/or upload analytical information and a summary of documents produced by GLIN Manager to GLIN, scan and upload legislation to GLIN according to the index of terms. GLIN Assistant will respond to special requests made by members of PRS researchers and parliament based on the order in which the requests are made. GLIN Assistant reports will be catalogued and shelved in the Library.

Qualifications and experience:

Timor-Leste citizenship
University degree, preferably in law, social policy, social science, or any related subject

Has experience in conducting research through written materials or Internet

Good communication skills in Tetum and Bahasa Indonesia and/or English (written and spoken)

Has computer skills including Word, Excel, and Internet

Title : IT ASSISTANT

Post : National Parliament - Dili

Report to : Research Coordinator of PRS

Basic Function of the position:

To assist the daily operation and supervision of the computer network of the National Parliament Library. The incumbent is responsible for user support of a wide range of computer system and applications also responsible in hardware installation and setup such as new PCs and other automation equipment and maintenance of existing hardware and software.

Qualifications and experience:
Preferably University degree or training in computer science with emphasis on commercial software and hardware

Minimum of 2 years work experiences in user support or system support

Preferably Level III English and Indonesia

Knowledge of commercial software, such as MS-Office, MS-Outlook, Adobe
Acrobat.
Knowledge of Library system and database is an advantage
Experience in basic networking protocol and concepts
Experience in basic Network and PC security
Familiar with Microsoft Windows 2000/XP and Windows Server 2003.

Abilities and skills:

Ability to logic operation, flowcharting, procedure documentation.

Ability to collaborate with other staff member

Some writing and communication skill in English

Position Title : TRANSCRIBER

Background

The National Parliament of Timor-Leste and The Asia Foundation Timor-Leste, with generous support from the United States Agency for International Development, the United States House Democracy Assistance Committee and the Library of Congress, have established a Parliamentary Library at the National Parliament building in Dili, Timor-Leste as of January 2008. The National Parliament now seeks two (2) transcriber to work as a part of PRS at Timor-Leste National Parliament.

Summary of Responsibility

The transcriber will be responsible for processing all transcription/dictation received by tape, digital system or voice files from meetings at National Parliament Committees and Plenary sessions and other official meeting required transcription for documentation. The basic job description of a transcriber is to listen to all recordings of information and accordingly type and record it on a document form for future reference. The transcriber will report to Research Coordinator and Librarian of National Parliament. The transcriber is also responsible in maintaining all files (hard copies and electronic copies) well documented, filed and create file tracking systems (files distributions).

Qualifications and experience:

Timor-Leste citizenship
Diploma degree in literature studies, social science and other preferred studies
Experienced in minutes taking, transcription and word processing
Typing speed of 30 wpm/ word per minutes
Excellent grammar and language skills preferable in Tetum and Portuguese
Strong organizational skills
Good communication skills in Tetum and/or Portuguese, and English (written and spoken).
Computer skills including Word, Excel, and Internet.
Personal specifications:
Ability to work under tight pressure of deadlines.
Ability to approach complex topics from a variety of perspectives and examine all sides of an issue.
