Terms of Reference for the Manager of the Human Development Centre
The Third National Human Development Report of Timor-Leste

Project Title: Third National Human Development Report of Timor-Leste
Position/title: Manager of the Human Development Centre (National Position)
Duration: 6 months, starting from September 2008
Duty station: Timor-Leste

1. The National Human Development Report and the Human Development Centre
The National Human Development Reports (NHDRs) place human development at the forefront of the national political agenda. They are a tool for policy analysis reflecting people's priorities, strengthening national capacities, engaging national partners, identifying inequities and measuring progress. The NHDR is a part of a UNDP programme to provide policy support in achieving human development in Timor-Leste. The Report aims to: (i) promote human development through focusing national attention on critical development issues within the country; (ii) facilitate debate and dialogue on such issues; (iii) provide independent policy recommendations, primarily to the Government, on how to address such challenges; and (iv) help build consensus around a shared vision for broadening human choices.
In close collaboration with the Government of Timor-Leste, UNDP is preparing for the third NHDR of Timor-Leste, its overall theme on effective use of oil/gas revenues to stimulate economy and create job opportunities. As a part of the third NHDR Project, UNDP, together with the National University of Timor-Leste (UNTL), will set up a Human Development Centre under the Rectorate of the UNTL. The Human Development Centre will be a research institution, which aims to strengthen national capacities in conducting research and producing high-quality academic and policy papers to address critical human development issues in Timor-Leste. The Centre will also conduct trainings on human development concepts and measurements, and work together with UNDP in the production of the National and the Sub-national Human Development Reports.

2. Activities
Under the overall guidance of the UNDP Country Director, and under the direct supervision of the Rectorate of the UNTL, the Manager will be responsible to perform the following tasks:

  • Oversee the establishment of the Human Development Centre in the UNTL, and ensure its establishment within the intended timeframe.
  • Organise refurbishment of the Human Development Centre and procurement of necessary equipments.
  • Recruit staffs for the Human Development Centre, e.g., creating Terms of Reference and conducting interviews.
  • Undertake day-to-day management of the Human Development Centre.
  • Organise meetings, workshops and training sessions in relation to the Human Development concepts, its measurements and the production of the Human Development Reports.
  • Assist the Director of the Human Development Centre in facilitating research and production of reports, including the Human Development Reports.
  • Advocate the activities and the publications of the Human Development Centre within and outside Timor-Leste.
  • Perform as a liaison officer between the UNTL and UNDP.

3. Expected outputs

The Manager is expected to ensure a sound management of the Human Development Centre in an effective and professional manner, to promote research and publications on Human Development in Timor-Leste.

6 months, starting from September 2008


5. Qualifications
The Manager should have:

  • Masters degree in Social Science.
  • 3 years of relevant work experience.
  • Experience in administrative work and managing an office.
  • Experience and familiarity with the NHDR is an asset.
  • Fluency in Tetum and English.
  • Kowledge of Portuguese or Bahasa Indonesian is an asset.
  • Good interpersonal and cross-cultural communication skills.
  • Ability to work in a team and have networking skills.
