Opportunity to work with WaterAid Timor-Leste

WaterAid seeks to employ Policy and Advocacy Officer (national staff) for its Timor Leste program. Interested candidates are required to submit their CV with application to the email address: lavisombai07@gmail.com not later than 30th April, 2010.

Job Purpose

The position involves the:
  • Design and implementation of advocacy strategies to bring about agreed change objectives.
  • Undertaking of policy analysis and documentation

Key responsibilities
  • Develop an annual work plan to meet the agreed change objectives
  • Regular updating of WaterAid’s policy analysis including budgetary information, sector policy and strategy development, performance monitoring data
  • Preparation of briefing papers/issues sheets
  • Documentation of case studies and lessons from WaterAid’s program work
  • Managing WaterAid’s work with the Federation of GMFs in Liquica district
  • Working with the TL media to increase the coverage of WASH issues in the national and local media
  • Managing WaterAid’s relationship with its advocacy partner NGOs
  • Contribute to WaterAid’s global advocacy community

Person Specification Criteria

The following will be used to assess candidates for the post:

Education

Masters or BA degree in social sciences, journalism, English or engineering.

Experience

Essential
  • Documentation skills
  • Basic data analysis
  • Understanding of the advocacy cycle
  • Experience of the community development approach, either regarding WASH or other sectors
  • Experience of working in rural Timor Leste and an appreciation of life in rural communities

Desirable
·         Undertaking advocacy work
·         Using the media for advocacy
·         Previous work experience in the WASH or public health sectors
·         Experience of policy analysis

Knowledge and skills

Essential
  • Ability to plan own work, setting priorities and completing it under pressure or when faced with competing demands.
  • Ability to produce high quality documentation
  • Strong oral and written communication skills in English and Tetun
  • Ability to use computers both word processing and spreadsheet
  • Ability to develop and manage budgets.
  • Numeracy levels sufficient to undertake data analysis, prepare charts and graphs

Desirable
·         Technical knowledge of community-based water and sanitation and hygiene education projects
·         Experience of advocacy strategy development and power analysis political and parliament system
