POSITION TITLE: Computer Management Assistant
GRADE: FSN-09 (If the successful applicant does not meet the full requirements of the position; the position will be filled below the full performance grade at a trainee Level) 

SUMMARY OF DUTIES:
This position is located within the Executive Office, USAID/Timor-Leste. Under the direct supervision of Computer Management Specialist, the incumbent acts as first-line of IT helpdesk by providing computer support services which is including computer user assistance and training, support of Microsoft Windows base servers and desktop PCs, Microsoft office suite, software installations and troubleshooting, applications support and development. Keeps helpdesk logs and reconciles helpdesk reports. The incumbent serves as property custodian for non-expendable IT properties. Develops and maintains databases that track IT inventory, IT purchase orders, IT procurement activities, and other IT related services and functions included provides technical support services to the Office Chief, DILI staff and TDYers and other non-presence missions. Together with the Computer Management Specialist, ensures that the IT resources are used efficiently and ethically in accordance with agency regulations.

Major Duties and Responsibilities:

A.     Technical Support (35%)   
Provides the full range of IT helpdesk support to the Office Staff and DILI staff, TDYers and occasionally contractors to maximize IT systems utilization and increase office productivity. Assists staffs who are using word processing, spreadsheet, database management, presentation, and graphics & imaging software, telephone assistance, on-site IT technical assistance, answers to queries, software installation and reinstallation, update and fixes. Coordinates matters consideration, resolution or decision to his Supervisor.

B. Computer System Access and Account Management       (10%)  
Generates and maintains Computer System Access and Termination Requests forms and other end-user profiles.
Establishes computer setup and user account system for USAID/Timor-Leste staff, TDYers or contractors in conformance with USAID rules and regulation.

C. Installation, Repair and Maintenance    (25%)    
Performs remedial maintenance services such as diagnosis and correction of IT Systems malfunctions or failures, replacement of defective parts and thereafter the testing to determine that the IT systems are in working condition. If repair is not feasible, recommends disposal of the said IT systems to Computer Management Specialist.

D. Web Site Development and Maintenance        (10%)  
Updates, designs and develops mission's intranet web pages and maintains the mission’s web server. Assists Computer Management Specialist in evaluating, recommending and testing new web technologies.
Keeps abreast of web related applications and technologies.

E. Server Room Operations      (10%)         
Maintains updated system security documents like: computer room visitors' log, USAID Computer Systems Access and Termination Requests Forms, USAID Automated Information System Access Agreement and User Access list.
Operate and manage the backup system and perform tape cartridges re-inventory of Robotic Library.

F. IT Office Support and IT Training Coordinator   (10%)  
Prepares and submits standard requisitions for IT related items, IT services, computer hardware and software.
Serves as Custodian of laptops, notebooks, video tapes, tutorials diskettes, TV, portable TV/video player and recorder, electronic projection screen, overhead projector, software and training materials responsible for its safekeeping, scheduling, usage and log files.

Desired Qualifications:
Education:  B.S. degree in Computer Science and/or Engineering is required. 
Prior Work Experience:  At least four (4) years working with all aspects of computer administrator system and WAN/LAN operations are required, at one year of Windows 2003 suite and Windows XP administration.   At least one year of such experience must have been in operating computers, providing PC support, and performing programming work. Language Proficiency:  Level IV English (fluent proficiency), in both written and spoken English and Tetum, are require
