JOB DESCRIPTION
Under the direct supervision of the Chief of Section, the incumbent will be responsible for:
Assist in monitoring political developments in the National Parliament, Government institutions, Office of the President, political parties, politically motivated interest groups and civil society organizations at the national and sub-national level; Assist in monitoring of electoral institutions and the electoral processes, including attending political party meeting, rallies, campaigns, demonstrations, voter and civic education activities and the actual elections themselves, with a view to observing and analyzing their political implications; Contribute to writing daily situation reports, weekly and monthly analytical reports and occasional thematic reports; Contribute to advising the Chief of Section on political developments through keeping a range of contacts amongst political actors, electoral staff, journalists, police and military personnel; Occasional travel to districts to monitor political developments at the sub-national level; Monitor and analyze the role of the media, civil society activities including church, NGOs and other groups; Other duties as required by the Chief of Section.

COMPETENCIES
Professionalism – Ability to identify political issues as they affect the mandate; analyze sensitive political problems; develop sources for data in-put for analysis. Communication - Ability to draft and orally communicate clearly and concisely in English. Planning and organizing – Ability to establish priorities and to plan, coordinate and monitor work. Team work – Good interpersonal skills and ability to establish and maintain effective working relations with international and national authorities with sensitivity and respect for diversity; including gender. Technological Awareness – Good computer skills; including proficiency in word processing in word processing, data management and internet search engines.

QUALIFICATIONS AND REQUIREMENTS
Education: University degree from an accredited University in Political Science or international Relations, International Economics, Law, Public Administration, or other related fields. Experience: 2 years of relevant work experience in diplomacy or work with an international organization; Ability to respect principles of confidentiality, neutrality and objectivity; Ability to prioritize work and meet deadlines; experience in working as part of a team, sometimes working under pressure.  Languages: Fluency in written and spoken Tetum; Excellent written and spoken English; Portuguese or Bahasa Indonesian desirable.
