Hadia Agrikultura no Nutrisaun (HAN) Project

Position Title: Deputy Project Manager - 1
Place of Assignment: Maliana with frequent travel to Liquica, Bobonaro and Ermera districts
Duration: 25 March 2010 to 31 December 2013
Reports to: International Project Manager

PROJECT BACKGROUND
HAN, an EuropeAid funded (EC) project, will be supporting 3,000 vulnerable households in target communities in Liquica and Bobonaro and Ermera districts in Timor Leste. The specific objective of HAN project is ‘3,000 vulnerable households in target communities in Liquica, Bobonaro and Ermera Districts have improved access to adequate quantity of diverse food in a sustainable manner.’ HAN contributes to achieving the first Millennium Development Goal (MDG), and national priority on Food Security of Republic Democratic Timor Leste.

JOB SUMMARY
-          Assist Project Management (PM) to oversee implementation of project activities
-          Assist Project Management to prepare implementation plan, M&E plan, and annual work plans
-          Support local partner NGO in assuming responsibility while improving their technical capacity
-          Work closely with local government to maximize their involvement  in the project
-          Assist to supervise project staff and provide on-the-job-capacity building
-          Support PM to plan project expenditures and monitor the spending against the donor budget
-          Assist PM to measure the progress of the project against the indicators

QUALIFICATION AND EXPERIENCE
  • University degree in agriculture or related subject
  • At least three years experience in managing agriculture and community empowerment works
  • Strong experience in implementation of integrated programs with health, nutrition, agribusiness
  • Demonstrated experience in capacity building and skill transfers to local organizations.
  • Fluent in Tetum language and good knowledge of spoken and written English
  • Demonstrated computer skills (word, excel, email)
  • Driving license holder for motorbike
