TOR - CENSUS PUBLICITY ADVOCACY OFFICER –
(INTERNATIONAL POST)

The Government of Timor Leste is scheduled to undertake her second Population and Housing census in July 2010. The main objective is to collect the benchmark information on demographic, economic and social characteristics of the population. It will also collect information on housing conditions and household amenities. Preparatory activities are already underway at National Statistics Directorate (NSD) which is the implementing agency. The nature and magnitude of the census requires that all stakeholders of the census process and more be provided with correct and timely information on the census process routinely. The NSD is therefore seeking for the services of an experienced person to be in-charge of publicity, advocacy, awareness creation and public relations of the 2010 National Population and Housing Census. The PAO will be a member of the Census Project Office. He/she will report to the Chief Technical Adviser – Census Project under the overall supervision of the Director of National Statistics Directorate. 

GENERAL REQUIREMENTS

a) Communication and advocacy strategic planning skills:   The PAO should be able to articulate clear and measurable communication and advocacy objectives, and establish coherent strategies, plans and activities to achieve them. In particular, he/she should be able to design communication strategies to reach the all audiences.

b) Knowledge of print, electronic and traditional media: The PAO will be expected to work with professionals in the print, mass and electronic media from the government-controlled and privately-owned media institutions. He/she should also have know-how to utilize modern and traditional media to reach all parts and groups of people in the country.

d) Knowledge of large scale operations: Experience in designing and implementing publicity, dissemination and public relations strategies for large scale national activities will be an added advantage. Being conversant with protocols of the Government and development partners is another added advantage.

e) Personal qualities: The PA/PRO must be dynamic, self-motivated and demonstrate high initiative. As the job will involve some travelling in many parts of the country, the individual must be energetic and in good health.

SPECIFIC TASKS

a.       Implement the activities contained in the Census Publicity and Advocacy strategy document;
b)      Initiate and oversee the design of census publicity & advocacy materials;
c)      Work closely with Census Office, media personnel and Publicity committees on ways of developing and passing over appropriate messages/news on census;
d)      Orchestrate newsworthy events and arrange for their coverage by the print, mass and electronic media, including the rural newspapers, community radios and FM radio stations;
e)      Prepare press kits, statements and releases, organise press conferences and briefings to inform and educate the media/all stakeholders about progress made and significant events;
f)       Organise and assist in facilitating training workshops for media personnel
g)      Organise and assist in facilitating briefings for policy makers, key political leaders, legislators, religious leaders, private sector, etc.
h)      Arrange for key senior government officials to expound the census issues on various forum.
i)        Undertake other assignments as directed by Director NSD, CTA Census Project and/or Census Office.

QUALIFICATIONS

a)      Masters degree in communication studies or journalism, additional trainings in social sciences is an advantage.  

b)      At least 6 years working experience in development communication or journalism at national or international level.

c)      Understanding of population & development and, census process, or in undertaking a large scale national exercise is added advantage.

d)      Good communications skills, especially in English. Knowledge of Tetun, Portuguese and Bahasa Indonesia is an added advantage.
e)      Be of good health as the post involves working for long hours and travelling out of Dili frequently.
