Catholic Relief Services (CRS) is the official Overseas Relief and Development Agency of United States Catholic Community. Working in over 90 countries, including Timor Leste, CRS has various programs operating out of our Dili and Field offices.

CRS is seeking qualified National Staff candidate(s) for the following positions:

Position: Deputy Head of Management Support

Department/Location: Management Support/Dili - Dili based with required travel to Districts as necessary

The Deputy Head of Management Support (D/HoMS) will be responsible for assisting the Head of Management Support (HoMS) in the prioritisation, management and oversight of the many administrative issues and processes related to the support of the Dili and Field offices (including Baucau). The D/HoMS

  • assists with the development and institutionalisation of improved sustainable management practices
  • engages and motivates relevant individuals to buy-in and participate in the improvement process in a variety of ways
  • establishes working relationships within departments
  • represents the issues and acts on behalf of the HoMS in all circumstances requiring the involvement of Administration and Management Support
  • is specifically responsible for planning, directing and controlling activities related to fleet management, procurement, and general
    administrative function

Position: Procurement Officer

Department/Location: Management Support/Dili- Dili based with required travel to Districts as necessary.

The Procurement Officer will be responsible for the procurement and asset management for the Country Program. The Procurement
Officer:

  • Collaborates and coordinates closely with the Country Program and Management Departments (whenever possible), and
    Purchasing/HQ.
  • Supervise calls for bid, local purchase operations, and international procurement.
  • Coordinate with the various programming and administrative departments to order what they need in the appropriate quantities and quality, that they receive what they ordered in the correct quantities when needed and at the right cost.
  • Develop procurement management systems as needed. Align field procurement systems with country program systems as appropriate.
  • Modify or overhaul systems that are not efficient.
  • Create filing systems and manage the document trail in a transparent manner to avoid compliance shortfalls and audit findings.

Title: Information Technology (IT) Officer

Department/Location: Management Support/Dili- Dili based with required travel to Districts as necessary

The Information Technology (IT) Officer is responsible for the overall operations and maintenance of the computer network systems through knowledge, planning, trouble-shooting, and installation of a variety of hardware software necessary for the daily operations of CRS’ Country Program in Timor Leste. Currently there are up to 50 Users, 5 Servers and 80 Workstations (laptops and desktops) and other related hardware and software. The Information Technology (IT) Officer is primarily responsible for performing tasks in the following areas by providing day-to-day IT support services function, Network operability, Software design and development. Work mainly involves problem solving and mediating unexpected and unusual problems involving multiple groups. Installation and maintenance of software packages, installation and maintenance of hardware and peripheral components, Information Systems Help Desk, maintain software library, and maintain and control Anti-Virus processes.
