POSITION TITLE: Project Management Specialist
GRADE: FSN-11 (If the successful applicant does not meet the full requirements of the position; the position will be filled below the full performance grade at a trainee Level) 

SUMMARY OF DUTIES:

The Senior FSN Project Management Specialist serves as principal assistant and advisor to an American Direct Hire based in Dili. Responsibilities include advising USAID/Timor Leste on all issues and programs pertaining to water and sanitation (watsan) in Timor Leste, such as: the Inter-Ministerial Technical Working Group sessions; the National Priorities Working Group #1 (for 2010); draft legislation and or policy; Government budgeting and planning; district and sub-district coordination; and Government/donor coordination. The incumbent supports the American Direct Hire in facilitating the coordination and integration of all USAID Health activities in Timor Leste. S/he provides oversight and mentoring for all USAID partners implementing environmental health programs in Timor Leste, and ensures that all related activities are coordinated with, complementary to, and supportive of the assistance activities of other U.S. Government Agencies, Timor Leste’s institutions, and with the international organizations and donors active in these areas. In fulfilling these responsibilities, the incumbent represents USAID and the USG to a diverse constituency and performs important liaison functions in the Health sector.  In the absence of the America Direct Hire s/he must be capable of briefing and advising the U.S. Mission Director on ongoing and planned environmental health programs as well as representing USAID and the USG at relevant meetings with Timor Leste and donor counterparts.

Major Duties and Responsibilities:

  • Engages in all phases of sector operations, including program planning, design, execution, and evaluation;
  • Oversees implementation and progress of the assistance mechanisms, traveling to project sites outside of Dili;
  • Ensures the financial resources required for effective implementation and performance of the grants are available and used in compliance with USAID regulations;
  • Assesses progress of contract/grant performance and frequently updates USAID on that progress;
  • Represents USAID to a wide variety of senior Timor Leste government officials, high-level representatives of local and international organizations, and foreign donors, including the United Nations, World Bank, Asian Development Bank and numerous bilateral donors;
  • In the absence of the America Direct Hire s/he must be capable of briefing and advising the U.S. Mission Director on ongoing and planned environmental health programs as well as representing USAID and the USG at relevant meetings with Timor Leste and donor counterparts;
  • Reviews proposals from local and international non-governmental organizations (NGOs) and other development partners, provides written evaluations and recommendations to the Mission’s OGD Health Team on the strength and relevance of each proposal, and obtains feedback from Timor Leste’s counterparts on proposals;
  • Carries out other tasks related to Mission Health sector programming as may be assigned by USAID/Timor Leste, including participating in the development of annual work plans, Mission strategic plans, Operational & Performance Plans, and other reporting documentation for Timor Leste;
  • Continuously gathers reports on, and evaluates information related to political, socio-economic developments, host-country policies, personnel changes, and other events which could impact USAID programs and operations;
  • Provides technical assistance to NGOs on regulations and requirements specific to USAID grant award procedures and ensures all necessary documentation is accurate and available;

Desired Qualifications: A University Degree in a medical-related program preferred, or in natural science, political science, economics and/or related disciplines. Should be capable of rendering professional-technical insights and advice to his/her American Direct Hire Supervisor.
