1. PROGRAM ASSSOCIATE MANAGER
Purpose of the Position
The Program Associate Manager will support the Program Manager to acquire new resources and mobilise existing resources in order to achieve set strategic directions. This will include:
· Overseeing program/project design, monitoring, and evaluation
· Taking the lead in coordinating donor relations
· Identifying and matching the needs of programs/projects to different donor strategies and potential funding sources
· Writing and supporting others to write proposals/concept papers
· Coordinating the mobilisation of resources entrusted to WVTL in order to ensure the effectiveness and efficiency of resource utilisation.
Major Responsibilities
Leadership & Management:
· Provide leadership in WVTL’s strategic planning processes
· Assist develop the strategy for resource diversification of WVTL
· Ensure project deliverables align to WVI policies, standards and donor requirements
· Identify potential donors
· Regularly visit projects in order to keep up to date with the situation in the field
· Ensure project reports are submitted to donors in a timely manner
Donor Relations:
· Identify and create networking opportunities with embassies, NGOs and INGOs within Timor-Leste
· Work with support offices and other donors to identify opportunities for acquiring grants/private funds
Proposal development:
· Work with the DME Team to ensure that all program/project designs at the proposal stage are LEAP (Learning through Evaluation with Accountability and Planning) compliant
· Co-lead or coordinate the development, review and research of possible proposals
· Work with the National Director and Area Managers to lobby donors and influence their resource allocation

2. GENERAL SERVICES ASSOCIATE MANAGER
Purpose of the Position
The General Services Department ensures that all WVTL staff in the national and district offices have access to quality services that support them in their work to achieve WVTL goals. The General Services Associate Manager is responsible for supporting the General Services Manager in managing the daily operations of the Administration, Logistics, and Information Technology Units.
Major Responsibilities
Logistics:
· Develop and update all policies related to logistics
· Meet with Government Officials
· Transport – ensure WVTL’s transport system effectively supports the movement of people, infrastructure and documents; manage vehicle purchase and maintenance; and oversee regular DHL and mail services
· Warehouse - supervise the management of warehouse operations
· Coordinate the Call Forward documentation for all WVTL programs/projects, including the coordination of documentation submission for other tax exemptions
· Assist with the freight reimbursement process, ensuring that all payments are within grant-specific time periods and guideline requirements and that an auditable tracking system is in place
Administration:
· Maintenance and Cleaning - supervise staff, develop policies and guidelines and negotiate contracts to provide efficient communication services, power, water supply and photocopiers, as well as building maintenance, gardening services and vehicles maintenance
· Asset Management and Procurement - maintain stewardship by making the best use of resources; review monthly financial reporting; ensure that purchasing procedures are followed; control the inventory of office supplies, kitchen and bathroom supplies; ensure that the major list of asset listing for vehicles, bikes, radio, telephones are accurate and up to date
· Reception - supervise reception staff
Information Technology:
· Supervise the IT Manager and IT staff
· Provide strategic support for the development and implementation of the IT strategy, plans, projects, policies, standards and guidelines
Staff Capacity Development:
· Develop the capacity of local staff to manage and implement quality projects on a timely basis

3. STAFF CAPACITY BUILDING COORDINATOR
Purpose of the Position
Under the supervision of the HR Manager, ensure HR standards and organizational culture is consistent with WV standards by:
- Assisting to develop the WVTL Staff Capacity Building Strategy
- Supporting Managers to find training solutions
- Facilitating core training
- Overseeing and coaching supervisors/employees through the Performance Development Management (PDM) system
- Developing and implementing the provision of Human Resource Services in the area of staff care
Major Responsibilities
Identify Training Solutions:
· Liaise with other NGOs, INGOs, Government Departments and training organisations that could provide formal/informal training
· Discuss training needs and solutions with Managers and Coordinators on a quarterly basis, including during field trips
· Ensure individual training needs identified in PDM are addressed
· Coordinate all training events
· Monitor the quality and outcomes of learning
Facilitate Core Training:
· Facilitate core training events such as staff orientation, WV’s Core Values, WV’s
Performance Management:
· Ensure that policies, systems and structures for rewards and remuneration retain and attract talented staff
· Provide training and ongoing coaching to employees and supervisors/managers about PDM
· Ensure all staff have a Position Description and PDM plan in place, participate in appraisal meetings, and receive an end of year assessment
· Review the PDM process and provide recommendations on continuous improvement
Staff Well Being:
Work collaboratively with the Christian Commitments Coordinator to-
· Develop and implement the provision of HR services in the area of staff care by promoting a work environment that supports health, well being, personal safety and work-life balance
· Coordinate and develop policies related to staff well-being and occupational health and safety, and promote implementation throughout WVTL
· Coordinate/provide wellness and OHS training

4. SECURITY COORDINATOR
Purpose of the Position
To support the Security Manager in ensuring effective Security Management for World Vision Timor Leste’s Programs. Security Management must be both appropriate and address the national context.

Major Responsibilities
Conduct Risk Assessments and Risk Management measures for all WVTL District Offices/sites in Timor-Leste:
Memimpin penilaian resiko dan langkah-langkah risiko manajemen kepada seluruh karyawan WVTL dikantor distrik in
· Monitor the Security situation in Timor-Leste
· Memonitor situasi keamanan di Timor Leste
· Conduct periodic field visits to all District sites to complete/review Security Risk Assessments for all WVTL District sites
· Mengadakan kunjungan berkala pada seluruh distrik untuk melengkapi/meninjau penilaian risiko keamanan terhadap seluruh distrik
· Review/Develop Security Plans/Procedures for all WVTL District sites
· Meninjau/mengembangkan rencana-rencana keamanan/prosedur –prosedur kepada seluruh tempat di WVTL
· Conduct Security Risk Assessments for all International staff residences
· Mengadakan penilaian risiko keamanan untuk tempat tinggal semua karyawan internasional
· Identify security concerns and provide recommendations to the Security Manager

Maintain Security Plans, Evacuation Procedures, Contingency Plans and provide staff training:
Mengurus perencanaan-perencanaan kemanan, prosedur evaluasi, perencanaan-perencanaan kebetulan dan menyediakan pelatihan kepada karyawan:
· Review all security documents on a regular basis (for example, the Security Plan – Annually; SOPs – 6 Monthly; Evacuation Plan – Annually; Fire Plan – Annually; Written Communication Procedures – Annually). If the Security situation changes, review immediately.
· Meninjau semua dokumen-dokumen secara teratur (misalnya: perencanaan keamanan – Tahunan SOPs-6 bulan: Evaluasi perencanaan – Tahunan; prosedur komunikasi tertulis). Jika ada perubahan situasi keamanan, dengan segera melakukan peninjauan.
· Ensure staff compliance to Security Plans, Evacuation Procedures, SOPs, Fire Plans and Communications etc by providing regular staff training
· Memastikan staff memenuhi perencanaan keamanan, prosedur evaluasi, SOP, perencanaan pembakaran dan komunikasi seperti memberikan pelatihan regular kepada karyawan.
Provide regular security updates to the Security Manager, Crisis Management Team, Regional Office, the Office of Corporate Security and WVTL staff as appropriate:

5. LOGISTICS ASSISTANT
Purpose of the Position
To assist in the management and oversight of logistics for the WVTL national office in Dili.

· Provide logistical assistance for WVTL programs/projects.
