Preamble
The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UNV volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UNV volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UNV volunteers even more rewarding and productive.
Responsibilities
Under the direct supervision of WASH Specialist the UNV volunteer will undertake the following tasks:
• Assist/guide implementing partners to prepare designs, estimates and drawings of water and sanitation projects. Assist/guide implementing partners to prepare bid documents and contract documents.
• Collect and analyzes data related to Community WASH project and Children s Environment Project for the situation analysis, project planning, management, monitoring and evaluation purposes. Analyzes programme implementation reports and evaluates against established programme recommendations and plans of action. Prepare tables, graphs and other statistical data. Report outcome of analysis and proposes corrective action.
• Attend WASH coordination and technical cooperation meetings, prepare notes and undertake follow-up action
• Plan, organize and facilitate technical and management training related to water supply, sanitation and hygiene education
• Undertake ongoing field visits to UNICEF project sites for the participation in, or observation of project activities and local conditions. Prepare routine reports on results of visits and project progress.
• Monitor the flow of supply and non-supply assistance to local authorities. Draft supply plan. Collect and record information on supply/non-supply inventory, distribution and utilization.
• Investigate queries regarding authorization, delivery or payments and follows up with Finance, Administrative, Supply and Programme staff on processing of payments, advance to governments and liquidation of accounts. Ensure that activities are in accordance with plans of action.
• Undertake arrangements for visits to project sites for government and other partners and donors, which include providing information and briefing on project activities and status.
Furthermore, UNV volunteers are encouraged to:
• Strengthening their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV activities (for instance in events that mark IVD);
• Getting acquainted with and building on traditional and/or local forms of volunteerism in the host country;
• Reflecting on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
• Contributing articles/write-ups on field experiences and submitting them for UNV publications/websites, newsletters, press releases, etc.;
• Assisting with the UNV Buddy Programme for newly-arrived UNV volunteers;
• Promoting or advising local groups in the use of online volunteering, or encouraging relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/Expected Output:
• Assisted to develop annual workplan. At least 20 water and sanitation project designs, estimates and drawings of water and sanitation projects developed, bid documents prepared and implementation started
• Community WASH project and Children s Environment Project related data and information collected, analyzed and reports prepared
• Relevant monthly or periodic WASH coordination and technical cooperation meetings attended and assisted to partners to prepare meeting minutes. Supported to conduct mid year review and annual review of project activities
• Assisted and/or facilitated to plan and conduct at least two Water users Group Management training and one Total Sanitation training
• Regular field supervision and monitoring to project sites conducted, reports generated and shared with relevant implementing partners
• Assisted to prepare project related supply requisition in timely manner
• Assisted to conduct end-user monitoring
• Planned and undertaken arrangements for visits to project sites for government and other partners and donors as required by the project and UNICEF
• A final statement of achievements towards volunteerism for development during your assignment such as specific quantification of mobilized volunteers, activities, capacities.
Qualifications
• University degree in Water and Waste Engineering, Civil Engineering, or a related technical field.
• Analytical and conceptual ability; communication skills.
• Planning and monitoring skills; ability to organize work & projects.
• Ability to make timely and quality judgments and decisions.
• Computer skills, including internet navigation, and various office applications.
• Commitment to continuous learning for professional development.
• Ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the organization.
