BACKGROUND:
If you are an enthusiastic, dynamic and capable individual, this is a great opportunity for you to learn about building up a new child rights programme. Save the Children has just reopened in Timor-Leste. The team is small as we are new but we plan to build up an exciting programme during 2010. Save the Children TL’s head office is in Dili. Save the Children’s programme will focus on enabling Children to attain their Rights in Ainaro and Manufahi districts.
REPORTING
Reporting to the CD, the Team Leader is responsible for managing the development and operation of the programme in Manufahi.
SPECIFIC RESPONSIBILITIES:
· Manage and represent Save the Children operations and programmes in the district;
· Actively participate in the process of programme development in Manufahi.
· Ensure the implementation of administrative, logistics and financial management policy in the district programme in coordination with the Administration Manager;
· Liaise with Government, International and National NGOs, and UN agencies departments present in the district though monthly meetings and other regular interactions ensuring good relations with all partners in the District;
· Serve as the Save the Children focal point for receipt and investigation of any allegations breaching Save the Children’s code of conduct;
· Work closely with staff and partner agencies to achieve an integrated approach to program implementation which supports Save the Children’s programme goals.
· Facilitate team coordination, training, work planning and regular meetings;
· Prepare and submit a monthly report to the CD.
· Maintain an up to date knowledge of project budgets and expenditure levels. Ensure that this is regularly discussed with staff and partners and that expenditure requests align with budget provision. Make certain that supply requests are correctly coded;
· Assist the Administration Manager in organizing regular Programme Meetings, inputting any field office issues into the agenda;
· Any other duties as requested by the Country Director.
KEY WORKING RELATIONSHIPS:
External: Local Government, Government line ministry officials, Community Leaders, NGOs, UN agencies, donors, security forces, business leaders, the general community and counterparts in the district.
Internal: Country Director, Administration Manager, Programme Manager, staff.
QUALIFICATIONS:
Education (Knowledge): Higher level degree, ideally college degree in related field or significant work experience.
Experience and skills:
- 3-4 years experience working in a humanitarian/development setting;
- 2 years management experience.
- Experience in programme management, planning, monitoring and evaluation
- Ability to communicate clearly and advocate
- Ability to work as a leader, team member in a cooperative manner.
- Ability to work under pressure and meet deadlines
- Strong understanding of administration and finance systems
- Technical experience in the areas of health, education or child protection a real advantage.
- Good knowledge of district networks, government and development/humanitarian issues
- Facilitation skills
- Commitment to the mission of Save the Children
