POLICY AND LOGISTICS ADVISER

Location: Dili, Timor-Leste (with possible travel to the districts)

A. Description of the Functional Content of the Job:

Under the overall supervision of the Director of Finance and Budget, the incumbent will work with other Advisers and the Staff of the Logistics Section to develop and implement Policies and Procedures to properly account for, monitor and maintain the assets of the Prosecution General Service.

B. Specific Requirements of the Job:

1. Working with the Director, Finance and Budget and the Finance Adviser, establish the functions of the Logistics Section to support the overall operations of the Prosecutor General. Tasks will include (but not be limited to):

a. Establish the Asset Register;

b. Establish procedures to schedule, manage and monitor the servicing, maintenance and general upkeep of all assets of the Prosecutor General, to ensure the maximum life and serviceability of all equipment and assets;

c. Establish procedures to support the operations of the District Offices, to ensure that they have the equipment, goods and services they need to provide the Prosecution Service;

d. Establish procedures for the receipt of goods and equipment in accordance with the Law, Policies and Procedures of the Ministry of Finance and the Prosecutor General;

e. Establish procedures to ensure the audit of completion of contracts to ensure compliance prior to payment being made;

2. Provide policy advice to Senior Managers and the Prosecutor General on policy areas as requested by the Prosecutor General.

3. Undertake any other duties consistent with the above as directed by the Prosecutor General or authorised delegates.

C. Selection Requirements:

1. Preferred Qualification Requirements

a) Masters Degree (5 years or equivalent) in Logistics, Finance or Accounting, preferably from an internationally recognised university.

2. Additional qualifications, skills and experience specific to the position:

a) Demonstrated understanding of the Principles, Policies and Procedures that pertain to Logistics, receipt of goods and equipment and cash handling.

b) Understanding of policy development in the Public Sector and its application to the Laws of a country.

c) Demonstrated understanding of the causes of corruption and experience in developing strategies to prevent it.

d) Demonstrated ability to engage with senior management, external clients and service providers and the ability to develop a team approach to a work function.

e) Good computer skills, particularly with Word, Excel and Asset Management computer systems.
