JOB VACANCY ANNOUNCEMENT

Position: Safety Security Officer
Report to: Safety Security Manager
Location: Dili Base with travel to field sites
Duration: 12 months with possibility for extension

Purpose of Position:

To provide necessary assistance to the Safety and Security Manager (SSM) and Country Director in responding to day-to-day security issues, conducting staff training, and developing/implementing security policies and procedures.

Key tasks:
Under guidance from the SSM, the Safety & Security Officer will:
• Facilitate transmission of day-to-day security updates and directions to CARE national staff
• Assist the SSM in responding to, and following up on, security incidents;
• Provide logistical and administrative support for the staff safety and security training programme
• Act as an interpreter for communications with national staff and other Timorese stakeholders
• Develop and maintain a list of key contacts specific to security information and coordination, including liaising with other INGOs and the UN Security apparatus
• Conduct field assessment visits
• Conduct regular safety inspections of CARE offices and assets
• Prepare and coordinate the safety and security aspects of short-term visits and orientation for new staff members
• Supervise the maintenance and operation of the communications systems.
• Supervise, maintain and monitor the use of safety and security related equipment, including communications equipment
• Assist the Joint NGO Safety Office as directed by the SSM
• Chair the Safety and Security Committee and provide Minutes of the issues discussed
• Supervise and administer the CITL Security Unit (security guards and radio operator).
• Liaise with Procurement to coordinate the purchase of security equipment
• Provide security updates in the absence of the SSM at key meetings
• Supervise and coordinate the vehicle and personnel tracking system
• Monitor staff compliance of Safety and Security SOPs
• Development of Tetun Safety and Security Aide de Memoire
• Maintain regular contact with Safety and Security Focal Points in the field

• Attendance sheet for CITL Security Unit
• Security Guard schedule

• Tetun versions of all safety and security-related documentation
• Safety inspection checklists

Requirements:
• A University degree would be a strong plus
• Ability to write and speak English and Tetum, Bahasa Indonesia a plus
• Minimum 18 months experience working with NGOs, preferably in a safety/security role.
• Understanding of humanitarian principles and how they apply to safety & security.
