Organizational Context
Under the guidance and direct supervision of the Head of Unit or Capacity Building Specialist, the Finance Analyst is responsible for effective delivery of financial services, transparent utilization of financial resources and management of the CO Finance Unit. He/she analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex financial issues. The Finance Analyst promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations.
The Finance Analyst works in close collaboration with the operations programme and project teams in the CO, UNDP HQs staff and Government officials ensuring successful CO performance in Finance.
The United Nations Development Programme in Timor-Leste supports the development efforts of the country in several thematic areas which include Democratic Governance, Poverty alleviation, Environment, capacity building and other related fields .The UNDP Country Office is rapidly emerging to meet the demands of a DEX programme with around 30 projects and a delivery target of about US$22 million, to promote smooth implementation of all aspects of the programme activities and operational services.
The Office requires the services of a national Finance Analyst, with proven experience in staff development through transfer of knowledge, coaching and guiding to support the Head of Unit in strengthening the Finance Unit.
Duties and Responsibilities
Summary of key functions:
q Implementation of operational strategies in line with strategic results to be achieved under the Country Programme
q Projects’ budgets management and organization of the cost-recovery system
q Control of CO accounts
q Control of CO cash management
q Facilitation of knowledge building and knowledge sharing
1. Ensures implementation of operational strategies focusing on achievement of the following results:
q Full compliance of financial activities, financial recording/reporting system and audit follow up with UN/UNDP rules, regulations as well as programming and operational strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system.

q CO Finance business processes mapping and elaboration/establishment of internal Standard Operating Procedures in Finance, control of the workflows in the Finance Unit.
q Continuous analysis and monitoring of the financial situation, presentation of forecasts for development and management projects.
q Elaboration of the framework and conditions of contributions within the CO resources mobilization efforts.
q Elaboration and implementation of cost saving and reduction strategies.
q Routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions. Informs supervisors and other UNDP staff at Headquarters of the results of the investigation when satisfactory answers are not obtained.
2. In consultation with the concerned Programme , Monitoring and Evaluation and Operations units, manages the budget of development and management projects and organizes an optimal cost-recovery system focusing on achievement of the following results:
q Financial resources management through planning, guiding, controlling of the resources in accordance with UNDP rules and regulations.
q Preparation and monitoring of budgets of management projects.
q Establishment of the development projects’ budgets preparation/modification monitoring system, control of budgetary status versus authorized spending limits (ASL) and budgets delivery levels.
q Elaboration of proper mechanisms to eliminate deficiencies in budget management.
Preparation of cost-recovery bills in Atlas for the services provided by UNDP.
3. Ensures proper control of CO accounts focusing on achievement of the following results:
q Elaboration of the internal expenditures’ control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; payrolls are duly prepared; MPOs, travel claims and other entitlements are duly processed.
q Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
q Control of the Accounts Receivables for UNDP projects and follow up with partners on contributions, maintenance of the General Ledger.
4. Ensures proper CO cash management focusing on achievement of the following results:
q Timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements. Timely identification and recording of receipts for income application.
q Monitoring of financial exception reports for unusual activities, transactions and investigation of anomalies or unusual transactions. Provision of information to supervisors and other UNDP staff at HQ on the results of the investigation when satisfactory answers are not obtained.
q Daily review of zero-balance account bank statements in Atlas to monitor imprest level; identification and record of contributions.
q Primary contact with local bank management on routine operational matters including negotiation of exchange rate on replenishments.
q Member of bank signatory panel.
q Transaction and stop payment approval on internet banking systems
q Timely and accurate approval of bank reconciliation, including documented review of exceptions.
q Initiation of bank transfers and deals, selecting bank transfers and deals for approval and settlement.
q Performing Paycycle manager role in Atlas
q Timely preparation of monthly cashflow forecast. Liaison with UN Agencies to obtain estimate of their cash requirements.
q Role as cashier for cash disbursements made on site.
5. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
q Organization of training for the operations/ projects staff on Finance.
q Synthesis of lessons learnt and best practices in Finance.
q Sound contributions to knowledge networks and communities of practice.
q Encourages understanding of and involvement in substantive programmes and projects
QUALIFICATION AND PROFESSIONAL EXPERIENCE:
- Bachelor Degree in Business Administration, Public Administration, Finance, Economics or related field. Master’s Degree in the relevant areas would be an asset.
- 4 years of relevant experience at the national or international level in providing management advisory services and/or managing staff and operational systems. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
- Fluency in the UN and national language of the duty station.

Background
Timor-Leste became independent in 2002. A democratic semi-presidential governance system based upon separation of powers and mutual cooperation of the institutions of state was developed.
The National Parliament is the cornerstone of the democratic system and good governance. It is currently comprised of 65 members. It is headed by the President of the National Parliament. Nine political parties have constituted in their benches. Detailed parliamentary scrutiny of legislation and government actions is delegated to 9 standing committees of multi-party composition. The parliamentarians are supported in their work by a Secretariat of approximately 65 staff which is headed by a Director (70% staff in administrative and technical functions). The Secretariat is divided into three directorate and several functional departments, which assume responsibility for work in the general areas of Finance and Administration, Plenary support, Committee support, and Communications/Library functions. This organizational structure is under the newly approved Parliamentary Service and Administration Law and to respond to the present challenges.
The National Parliament was established from scratch in a setting of largely inexperienced parliamentarians; an acute shortage of skilled personnel and significant language barriers. Systems and processes are in the early stages in some cases and non-existent in others. Achievements are not yet consolidated and many challenges can only be overcome with long-term assistance. UNDP has supported the growth of the legislature since 2003. The revised Parliament Project 2006-08 extended to 2009, comprises comprehensive capacity-development interventions in five strategic areas: oversight capacity; legislative support; democratic representation; gender mainstreaming and; Secretariat capacity building. The overall objective of the project is to develop the institutional capacities that allow the parliament to fully and effectively perform its constitutional mandate. Under the framework of the UNDP National Parliament Project 2006-2009 and an additional Letter of Agreement between UNDP Timor-Leste and the National Parliament of Timor-Leste, the Parliament is pursuing the objectives of improving its institutional and human resources capacity with the objective of strengthening its efficiency, independence and effectiveness.
Legislative Support is a core component of the UNDP Parliament Project. The establishment of a Bureau for Technical Support Services (BTSS) inclusive of capacity building/training of National Legal Drafters/Analysts within the National Parliament was envisaged in the recommendations of the project mid-term evaluation mission conducted in January 2008 and is projected to be commenced in 2009. The Parliament has recently created the Directorate of Research and Technical Information, through the newly approved Parliamentary Administration Law (December 2008). A legal training programme for National Legal Drafters/Analysts has been agreed upon between the UNDP National Parliament Project and the National Parliament of Timor-Leste, including the recruitment of international trainers for the accomplishment of the task.
The implementation of the Legal Drafter Training Programme requires a pool of International Legal Drafter Trainers to perform primary responsibilities of the implementation of the programme. It also requires a coordinator to perform direct supervision to the training staff, both the Assistant Trainers and the Trainees and provide update to UNDP and the National Parliament.
Duties and Responsibilities
Under direct supervision of the Coordinator of the Legal Drafter Training Programme and overall supervision from the Chief Technical Advisers (CTA) of UNDP Parliament Project, perform functions as described below:
§ Assist the Training Coordinator to Lay down schedule, including identify research activities, for the implementation of the Legal Drafter Training programme according to the established Curriculum for the Training;
§ To prepare lesson plans and teaching-learning materials required by the training curriculum syllabuses applying appropriate pedagogical and teaching methodologies;
§ To perform teaching functions and guidance to the trainees in practicing legal research skills during the training programme;
§ To assist the Coordinator of the Training Programme to edit the draft bills prepared by the trainees during the training programme;
§ To assist the Coordinator of the Training programme to supervise the trainees’ work, review their performance, and evaluate their achievements;
§ To assist the Coordinator of the Training Programme to prepare and submit regular activity reports to the CTA of UNDP Parliament Project;
§ To participate in the regular UNDP Parliament Project Staff meetings when required;
§ To assist the Coordinator of the Training Programme to provide regular update on the progress of the training programme to the Secretary General of the National Parliament and the CTA of UNDP Parliament Project;
Expected Outputs:
§ Definitive Schedule of the assigned Subject/Area of teaching of the Legal Drafter Training Programme;
§ Progress report of teaching of the assigned Subject/Area of teaching of the Legal Drafter Training Programme;
§ Lesson Plans and Teaching-Learning Materials of the of the assigned Subject/Area of teaching of the Legal Drafter Training programme.
Essential Requirements
§ Advance degree in law from accredited university ;
§ Minimum of 10 years of teaching experience in law from accredited university;
§ Demonstrated experience in successful implementation of legal training programme;
§ Experience in legal training for government/parliament is preferable;
§ Fluency in Bahasa Indonesia. Mastery of Tetum or Portuguese, and English is desirable. Exceptional English writing skills is an asset;
§ Competent computer skills using (Excel, Word, Access, Outlook and other relevant softwares);
§ Knowledge on the functioning of parliaments and institution building an asset.
Competencies:
§ Demonstrated excellent written and oral communication skills;
§ Strong negotiating and managerial skills to be able to work both independently and as a coordinator of a team;
§ Excellent interpersonal, intercultural and networking with a demonstrated ability to build and maintain professional relationships;

He/she analyses, interprets and applies HR policies, rules and regulations, establishes internal procedures and provides solutions to a wide spectrum of complex HR issues. The HR Analyst promotes a collaborative, client-oriented approach and contributes to the maintenance of high staff morale.
The HR Analyst supervises and leads the staff of the HR Unit or is a team member of the HR Unit. The HR Analyst works in close collaboration with the operations, programme and project teams in the CO and UNDP HQs staff ensuring successful CO performance in HR management
Duties and Responsibilities:
1. Ensures implementation of HR strategies and policies focusing on achievement of the following results:
q Full compliance of HR activities with UN rules and regulations, UNDP policies, procedures and strategies; effective implementation of the internal control, proper design and functioning of the HR management system.
q Continuous analysis of corporate HR strategies and policies, assessing the impact of changes and making recommendations on their implementation in the CO. Continuous research of the matters related to conditions of service, salaries, allowances and other policy matters. Elaboration and introduction of measurement indicators, monitoring and reporting on achievement of results.
q CO HR business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in HR management, control of the workflows in the HR Unit.
q Implementation of the strategic approach to recruitment in the CO, proper use of contractual modalities, forecast of the staffing needs, performance evaluation and staff career development management.
2. Ensures effective human resources management focusing on achievement of the following results:
q Management of recruitment processes including job descriptions, job classification, vacancy announcement, screening of candidates, chairing interview panels, making recommendations on recruitment. Oversight of recruitment under UNDP projects.
q Review and certification of submissions to the Local Appointment and Promotion Board (LAPB).
q Management of contracts in and outside Atlas. Monitoring and tracking of all transactions related to positions, recruitment, HR data, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations through Atlas. Upon delegation of responsibility, performs HR Manager Functions in Atlas.
q Management of International staff entitlements and position funding delegated to the HR Unit.
q Development and management of rosters.
q Validation of cost-recovery charges in Atlas for HR services provided by UNDP to other Agencies.
. 3. Ensures proper staff performance management and career development focusing on achievement of the following results
q Elaboration and implementation of the protocol for performance appraisal process, facilitation of the process, elaboration of performance evaluation indicators in consultation with the Senior Management.
q Support to effective learning management including establishment of the Whole Office Learning plan and individual learning plans in collaboration with the Senior Management and Learning Manager. Implementation of the Universal Access strategy ensuring access to role appropriate learning activities.
q Provision of effective counseling to staff on career advancement, development needs, learning possibilities.
