USAID/DSP, Marketing Specialist, Deadline 26 June 2009

Background
Dezenvolve Setór Privadu (DSP) is a USAID funded program implemented by Development Alternatives, Inc. The program is focused on stimulating private sector growth through strengthening selected sub-sectors of the economy. The overarching objective for DSP’s business development activities is to increase the access by micro, small and medium enterprises to business services and to develop new commercial products and services available within Timor’s markets.

Objective
The Marketing Specialist (MS) will work with the DSP Business Development Team to support the Timor Products Network of producers and expand the marketing skills and services that are available to DSP supported initiatives and micro, small, and medium businesses.

The MS is charged with implementing core activities under the direction and supervision of the Business Development Advisor. He/she will work to ensure that his/her tasks operate according to plan and that problems and progress are reported to the DSP Chief of Party or Business Development Advisor on a regular basis. He/she will closely monitor progress toward and be responsible for accomplishment of work plan activities and USAID performance measurement indicators.

Detailed Tasks
Currently there are limited quality Timorese products available in the market. The few producers of quality products often lack the marketing and/or advertising capacity to develop their market. This is a service that is greatly needed as the economy expands and competition increases. Therefore the DSP MS will be tasked with the following responsibilities in support of the development of marketing skills and services in Timor:
§ Coordinate activities related to “Timor Products Network”
o Manage relationships with Timor Products Network members and partners
o Collect monthly and quarterly monitoring and sales data for Timor Products Network members
o Work towards the continued success of the Timor Products Network “Produto Timor-Leste” quality symbol to promote the purchase of locally produced/grown products.
o Design and implement marketing campaigns for DSP Timor Products Network
o Support, develop and design appropriate marketing materials for the Timor Products Network and its members Coordinate efforts to ensure sustainability of the “Timor Products Network”
o Support, develop and design appropriate packaging and labeling of Timor Products Network products
§ Support the marketing activities around DSP Business Development and Agribusiness programs
§ Identify market opportunities for Timorese business/commercial service providers and assist them to develop sustainable and profitable services and delivery mechanisms
§ Provide feedback on product needs, trends, or other information relevant to other project program areas.
In addition, the consultant will provide additional duties as requested by DSP’s Business Development Advisor.


Qualifications Summary

The following qualifications are mandatory:
1. Knowledge and Education
• University education
• Work experience in the implementation of donor assistance projects
• Demonstrated experience in marketing
• Knowledge and experience in providing presentations and written reports
2. Job Skills
• Strong analytical and research skills
• Computer proficiency (in Word and Excel)
• Excellent report writing skills
• Excellent teamwork skills, including interpersonal and communication skills
3. Languages
• Good written and spoken English language abilities
Priority will be given to candidates with private sector employment history and to candidates with Indonesian and/or Portuguese language skills

This position is only open to Timorese Nationals.

The position is for a 90-day contract, but may be extended, based on the successful completion of the initial consultancy.
