Behaviour Change and Communication Advisor

(BCCA)



BRIEF EXPLANATION OF ROLE

The Timor-Leste Rural Water Supply and Sanitation Program (RWSSP) is funded by the Government of Australia through AusAID to provide assistance to the Government, civil society organisations and communities in the Democratic Republic of Timor-Leste for the development of rural water supply, sanitation and hygiene (RWASH) activities in order to achieve health outcomes. RWSSP has been designed as a Sector Wide Approach Program (SWAp) with a strong capacity-building focus. The Managing Contractor for the RWSSP is IDSS in association with GHD.



Responsible to: Program Team Leader (PTL)

Location: Timor-Leste, based in Dili with some travel to Districts

Duration: Total 22 months (12 months from confirmed funding)



ROLE AND RESPONSIBILITY

The primary task of the BCCA will be to support the development of behaviour change strategies, programs and material that will be used by the Ministry of Health (Environmental Health Division and Health Promotion Division) delivered through the Integrated Community Health System (SISCa) program, including sanitation promotion. The BCCA will also provide support to RWSSP’s Social Training Advisor, Sanitation Adviser and local training institutions engaged to train the 80 Sub-District Facilitators (SDFs) and sanitation program staff during their initial training and development of subsequent refresher courses.



The BCCA, in collaboration with other agencies, will also support the development and provision of behaviour change materials for national and district level staff of the Ministry of Health and DNSAS. The and support the development of refresher courses for local NGOs and CBOs engaged in implementing the RWASH Sector Strategy especially in relation to Community Management of RWASH Activities.





KEY OBJECTIVES OF THE POSITION

* To support MoH in the development of BCC strategy and/or review the existing BCC strategy related to water, sanitation and hygiene promotion.
* To document the opportunities and barriers to changes in behaviour in relation to hygiene practices, improved sanitation and water use and management with Environmental Health Department (EHD) in MoH and with relevant program advisers.
* To support and build capacity of government counterparts to implement existing BCC strategy particularly in the area of environmental health.
* In cooperation with M&E dept and health management information system (HMIS) of MoH to develop mechanism to monitor and evaluate behaviour change related indicators
* In cooperation with the Environmental Health and Sanitation advisors, assist with the development of water, sanitation and environmental health promotion related materials for use in the SISCa program and for training of MoH Master Trainers and Village Health Volunteers.
* In cooperation with the Social Training Advisor assist with the development of training materials and identifying training institutions that may be engaged in the delivery of training programs
* In cooperation with the Community Development Advisor assist with the development of training materials for use in training the Community Development Officers (CDOs)
* In cooperation with the Social Training Advisor assist with the development of materials for use by Sub-district Facilitators (SDF) and facilitation training using those materials.
* In cooperation with the Environmental Health and Sanitation Advisors assist with the development of materials for use in SISCa program and training of Family Health Promoters, Sanitation officers and community health training teams.
* Draw from international best practice in the development of curriculum for the delivery of training related to skills required to increase local government and community participation in RWASH activities.



SKILLS AND EXPERIENCE

(Qualifications/Experience/Skills/Knowledge)



Required:

· An advanced degree in a relevant field, preferably in health promotion/ behaviour change;

· Proven experience in design and implement behaviour change communication interventions, preferably in the area of Water, Sanitation and /or environmental health

· Proven experience in design and delivery of training programs related to Water and Sanitation and community participation in developing countries

· Experience of developing, implementing and monitoring effective training and capacity building methodologies;

· Experience working in capacity building with governments in developing countries together with demonstrated ability to adapt to a variety of institutional structures and cultures

· Experience in working with multiple donors and multiple service providers in the delivery of behaviour change initiatives..

· Experience in engaging civil society and community in policy development

· Demonstrated effectiveness in applying M&E processes for continuous improvement;

· Facilitation and conflict resolution skills;

· Strong written and oral communication skills;

· Well developed inter-personal and communication skills with an ability to: communicate effectively with others from different social, ethnic and cultural backgrounds, adapt to different cultures and be a supportive member of a team;

· Demonstrated experience of working effectively with a team of international consultants.



Desirable:

· Work experience in Timor-Leste;

· Demonstrated effectiveness in prior development activities seeking to empower local counterparts with capacity to undertake their duties to a satisfactory standard acceptable to the G-RDTL;

· Proficiency in languages other than English – particularly Tetun, Indonesian or Portuguese;

· Experience working and delivering results in an AusAID-funded project;

· Experience working in a public administration environment.

It is essential that the BCCA can establish effective working relationships with the full range of key stakeholders, including senior government officials, national staff, program officers and staff of development agencies. This requires qualities of genuineness of approach and integrity, in order to build mutual respect and trust. The key personal attributes of such a person include:
