Job Purpose:
The Country Director will be responsible for implementing the Country Exit Plan and effectively managing the Concern Timor Leste country programme in line with Concern Worldwide’s organisational and country specific strategies, policies and procedures. S/he will lead the country management team and represent the organisation with Government, partners, donors and other international organisations during the phase out period.
Duties & Responsibilities:
Leadership:
- Oversee the country exit strategy which contributes to achieving Concern’s global strategy and objectives
- Deliver on a time-bound, sustainable and transparent phase out process from Timor Leste by December 2010, and ensure all contractual and legal requirements are met
- Ensure all stakeholders, partners and staff are working towards an agreed end point
- Develop and provide sensitive guidance and leadership through the Timor-Leste exit process
- Ensure that responsibility for the clear communication of the exit strategy to stakeholders is clearly assigned to appropriate senior managers and staff.
- Apply the principles of the exit implementation plan vision to maximise impact, transparency, accountability, and good stewardship beyond Concern’s mandate through forging and developing links between government and NGO partners (international and national).
Country Programme Management:
- Review and update the exit plan in the implementation of a staggered phase out of program activities
- Oversee the successful implementation and completion of the Strengthening, Consolidation and Learning of DRR (Scale up DRR) DIPECHO programme (Lautem) and the Options for Food Security Transformation (OFFSET) (Lautem and Manufahi) according to programme contract, agreed plans and budget. This will also involve the preparation of terms of reference and planning for programme evaluations.
- Ensure effective and targeted support is provided to partners based on their individual needs towards ensuring the success of the exit process and longer-term sustainability of programme impact.
- Maintain productive working relationships with donors (EC & HIVOS) and be responsible for undertaking country level negotiations related to procedural requirements, programme contracts, final reports and evaluations.
- Continue to strengthen and develop synergies and new working modalities with HIVOS
- Oversee a phased handover of assets and elements of the PROSPER programme to HIVOS should their EC Food Security proposal be successful and/or a decision is taken by HIVOS to maintain a presence in Timor Leste after October 2010
- Ensure that effective monitoring and evaluation systems are implemented in line with Concern policies and tools to measure impact and efficiency
- Ensure that departure from rented residential properties, office spaces and storage facilities is in accordance with lease and rental agreements and MoUs.
- As necessary, establish a strong working relationship with an in-Country Lawyer.
- Provide leadership and management support to programme and support function managers and staff.
- Maintain effective communication and liaise with Concern head office in Dublin
- Ensure that high quality internal and donor reports are produced and submitted in timely manner
- Oversee the documentation and sharing of lessons learned through Concern Timor Leste’s exit process.
Human Resources Management:
- Line-manage senior management staff (ACD Systems, Country Accountant, Livelihoods Programme Coordinator, Area Managers)
- Oversee the management and development of national and international staff of Concern Timor Leste.
- Ensure that there is an adequate human resource structure in place to facilitate the exit strategy.
- Line manage the HIVOS liaison officer who report to the Hivos regional director based in Jakarta
- Ensure that the Staff Performance and Development Review (PDR) system is undertaken for all staff.
- Review and implement Human Resources policies and procedures in accordance with Concern global policies and procedures and the labour law of Timor Leste
- Maintain regular forums for key staff and partner to discuss the exit issues, to coordinate planning and implementation of activities, and ensure information sharing.
Financial Management:
- To be responsible for overall financial management of Concern Timor Leste, including participatory budget preparation, revision and monitoring.
- Ensure that the Concern organisational and country specific financial guidelines and procedures are adhered to.
- Develop and implement work and expenditure plans and ensure that the country programmes are implemented within agreed and approved budgets through undertaking regular budget monitoring of expenditure against budget.
- Ensure that internal and donor financial reports are submitted in a timely manner to a high standard.
- Ensure that project and programme audits are prepared and conducted according to the exit implementation plan
- Oversee the management of the allocation and donation of resources and assets, ensuring that appropriate monitoring and controls mechanisms are in place and that these are maintained at all levels.
- Ensure logistical processes for the office closure are in place and implemented according to organisational policy.
Policies and procedures:
- To ensure consistent implementation of Concern organisational and country specific policies and procedures
- Ensure that support systems are in place and functioning in accordance with best practice in order to ensure transparency and accountability to programme participants, donors, government, and other relevant stakeholder. - Be responsible for security and safety of Concern personnel and resources in Timor Leste including participatory review and implementation of Country Security Management Plan
Representation and Networking:
- To represent Concern in Timor Leste and maintain coordination and networking relationships with the government, donors and other national and international development actors in the country.
- Ensure that relationships and formal agreements with the government are maintained and the government institutions are fully aware and involved in the exit plans
Person Specification
Essential:
- Third level education in a relevant discipline or appropriate field.
- At least five years (overseas) experience in similar or related senior management position – including programme implementation, HR and financial management in an NGO environment.
- Proven experience of programme development, management and participatory planning and methodologies.
- Proven experience of phasing out or closure of projects/programmes in an NGO environment
- Understanding and proven application of advocacy and mainstreaming programmes, including management of partnerships, and integrating gender and HIV&AIDS
- Experience of staff management and development including managing teams based in multiple locations as well as a sensitive approach to advising and mentoring staff and to dealing with critical issues
- Good communication and interpersonal skills and the ability to represent Concern in Timor Leste proven networking skills

Outreach Coordinator
The “Ita Nia Rai” programme to strengthen property rights in Timor-Leste is looking for a long-term national Outreach Coordinator (Koordenador HUMAS).
The Outreach Coordinator will be responsible for planning and implementing community outreach communications in support of land data collection activities. This will include:
- Liaise with community and stakeholders in National and Districts levels;
- Plan and organize community meetings in target districts;
- Conduct community meetings to socialize the project;
- Conduct monitoring and evaluations of community meetings;
Candidates should have the following qualifications:
- Minimum 4 years of progressively responsible work experience in a relevant position;
- Secondary education;
- Previous experience in outreach communications, public speaking, and working with communities in the districts;
- Fluency in Tetum and Indonesian and excellent communicator in both languages;
- Working knowledge of English.

(BCCA)
BRIEF EXPLANATION OF ROLE
The Timor-Leste Rural Water Supply and Sanitation Program (RWSSP) is funded by the Government of Australia through AusAID to provide assistance to the Government, civil society organisations and communities in the Democratic Republic of Timor-Leste for the development of rural water supply, sanitation and hygiene (RWASH) activities in order to achieve health outcomes. RWSSP has been designed as a Sector Wide Approach Program (SWAp) with a strong capacity-building focus. The Managing Contractor for the RWSSP is IDSS in association with GHD.
Responsible to: Program Team Leader (PTL)
Location: Timor-Leste, based in Dili with some travel to Districts
Duration: Total 22 months (12 months from confirmed funding)
ROLE AND RESPONSIBILITY
The primary task of the BCCA will be to support the development of behaviour change strategies, programs and material that will be used by the Ministry of Health (Environmental Health Division and Health Promotion Division) delivered through the Integrated Community Health System (SISCa) program, including sanitation promotion. The BCCA will also provide support to RWSSP’s Social Training Advisor, Sanitation Adviser and local training institutions engaged to train the 80 Sub-District Facilitators (SDFs) and sanitation program staff during their initial training and development of subsequent refresher courses.
The BCCA, in collaboration with other agencies, will also support the development and provision of behaviour change materials for national and district level staff of the Ministry of Health and DNSAS. The and support the development of refresher courses for local NGOs and CBOs engaged in implementing the RWASH Sector Strategy especially in relation to Community Management of RWASH Activities.
KEY OBJECTIVES OF THE POSITION
* To support MoH in the development of BCC strategy and/or review the existing BCC strategy related to water, sanitation and hygiene promotion.
* To document the opportunities and barriers to changes in behaviour in relation to hygiene practices, improved sanitation and water use and management with Environmental Health Department (EHD) in MoH and with relevant program advisers.
* To support and build capacity of government counterparts to implement existing BCC strategy particularly in the area of environmental health.
* In cooperation with M&E dept and health management information system (HMIS) of MoH to develop mechanism to monitor and evaluate behaviour change related indicators
* In cooperation with the Environmental Health and Sanitation advisors, assist with the development of water, sanitation and environmental health promotion related materials for use in the SISCa program and for training of MoH Master Trainers and Village Health Volunteers.
* In cooperation with the Social Training Advisor assist with the development of training materials and identifying training institutions that may be engaged in the delivery of training programs
* In cooperation with the Community Development Advisor assist with the development of training materials for use in training the Community Development Officers (CDOs)
* In cooperation with the Social Training Advisor assist with the development of materials for use by Sub-district Facilitators (SDF) and facilitation training using those materials.
* In cooperation with the Environmental Health and Sanitation Advisors assist with the development of materials for use in SISCa program and training of Family Health Promoters, Sanitation officers and community health training teams.
* Draw from international best practice in the development of curriculum for the delivery of training related to skills required to increase local government and community participation in RWASH activities.
SKILLS AND EXPERIENCE

Required:
· An advanced degree in a relevant field, preferably in health promotion/ behaviour change;
· Proven experience in design and implement behaviour change communication interventions, preferably in the area of Water, Sanitation and /or environmental health
· Proven experience in design and delivery of training programs related to Water and Sanitation and community participation in developing countries
· Experience of developing, implementing and monitoring effective training and capacity building methodologies;
· Experience working in capacity building with governments in developing countries together with demonstrated ability to adapt to a variety of institutional structures and cultures
· Experience in working with multiple donors and multiple service providers in the delivery of behaviour change initiatives..
· Experience in engaging civil society and community in policy development
· Demonstrated effectiveness in applying M&E processes for continuous improvement;
· Facilitation and conflict resolution skills;
· Strong written and oral communication skills;

Background
The April/May 2006 upheaval resulted in losses in human lives and property. 30 deaths and 5,000 destroyed or damaged houses were recorded in Dili and the districts causing the forced displacement of an estimated number of 150,000 people. The situation deteriorated again following the successful Presidential and Parliamentary elections in April/June 2007 when violence irrupted in Dili and the districts leading to further destruction and homelessness. The social, economic, historical, institutional and political context played a major role in the escalation. Recurrent crises have significantly affected the recovery momentum. Unemployment and poverty increased sharply throughout the country and the conflict threatened much of the hard-earned social and economic gains achieved since independence. Overcoming the dual effect of social disharmony and economic decline is a significant challenge for a young nation such as Timor-Leste. The political will is crucial for buttressing diligent development efforts undertaken by both the emerging Timorese institutions, and society at large, and the international community.
The new Government came to power in September 2007 with the ambition to resolve the crisis and the impulse of a renewed energy for addressing its root causes and re-launching the recovery process. Central to the success of the Government’s efforts will be its ability to reform the Security Sector.
The Security Sector Review in Timor-LesteProject has now expanded significantly from its initial inception growing from a one year one million dollar review project to a multi year four million dollar capacity building and review project. The capacity building aspects have grown following new financial support from the European Union (€1.65 million) and the Irish Government (€200,000). With the increasing efforts, the number of projects under taken by Security Sector Review Project with the Government of Timor-Leste and the increase in donor reporting requirements the SSR team would deeply benefit from getting the short-term assistance of an International Project Assistant who has familiarity with Timor-Leste, UNDP procedures, the UNMIT Mission and most importantly knowledge and learning of Security Sector Reform.
Supervision
For the purpose of supporting the implementation of the Security Sector Review, the International Project Assistant will report to UNDP Management through the Security Sector Review in Timor-Leste Project Manager, his/ her direct supervisor.. The International Project Assistant will work closely with the National SSR Coordinating Committee, the UNMIT SSSU as well as the UNDP Crisis Prevention and Recovery Unit.
Duties and Responsibilities
Under overall direction of the Executive Board of the Legal Training Centre (LTC), the Lawyer Lecturer will report to the Chief Executive Officer (CEO) of the Justice System Programme through the Training Coordinator of the LTC. The incumbent will contribute to the design and development of training plans for the specialized courses for lawyers and other courses conducted at the LTC. He/she will be responsible for the implementation of the training plans through lecturing, coaching and evaluating the students, applying his/her specific experience as a judicial actor and using pedagogic methods. The Lawyer-Lecturer will provide advice to the Training Coordinator and the CEO on the general implementation of the training.
Duties and Responsibilities:
The work of the International Project Assistant will address the key areas of information management and access, including:
1. Provide efficient executive and administrative support to the SSR Project.
2. In cooperation with national and international colleagues under the supervision of the project manager support the implementation and technical/ financial monitoring of specific sub-projects linked to the security sector review and capacity development projects. This might include work with other UN organisations, the Government or NGO’s.
3. Work closely with the SSR Advisor to Committee B in Parliament and with partner intuitions on strengthening the capacity of the Committee in exercising its oversight of the security sector.
4. Prepare documents for the Project Management Board and take minutes of Board meetings.
5. Organise, coordinate and report on conferences and meetings for the SSR Project.
6. Establish priorities and plan, coordinate and monitor the SSR Project work plan.
7. Where necessary, organize and accompany the Project Manager of SSR Project on official domestic and international visits to provide executive support.
8. Work with National employees and help to develop their knowledge of UN and UNDP rules and procedures.
9. Ensure consistency in the application of UN rules and procedures.
10. Perform any other task as may be required under SSR project.
Outputs
The key results have a direct impact on the overall response and support of the Country Office to the Security Sector Review and Reform process in Timor Leste. Accurate analysis and the coordination and monitoring of the Security Sector Review in Timor-Leste work plan enhances UNDP’s position as a strong development partner and allows it to regularly re-align its approach with contextual variations. The assistance provided facilitates decision-making by the National SSR Coordinating Committee, the UNMIT SSSU as well as the UNDP Crisis Prevention and Recovery Unit. The incumbent shall be responsible for the following:
* Ensure proper documentation and establish a soft and hard management information system;
* Develop and keep a regular monitoring framework for the SSR project and each of its sub-specific activities implemented by UN organisations, Government and NGOs during the assignment;
* Report on support to capacity development, namely, Committee B and national staff;
* Keep an updated work plan for the SSR project and each of its sub-specific activities implemented by UN organisations, Government and NGOs during the assignment.
A final report including all the above shall be submitted upon the completion of the assignment.
