Job Description and required qualifications
Fundasaun Alola is seeking an external consultant to carry out an end-of-project evaluation for its "District Support Workers - Women’s Resource Centre Timor Leste Futura iha Feto Nia Liman Laran - The Future in Women’s Hands" Project. The following provides an overview of this project, and what will be expected of the candidate for this evaluation.
The overall purpose for the evaluation of the DSW Project is to measure its impact and success in reaching rural women in TimorLeste.
The evaluation process is designed to provide information that will:
- Determine the degree to which the completed project has fulfilled its objectives and results.
- Be constructive and useful for the cooperating parties by structuring experiences and providing lessons learned which can be used to strengthen and further develop the project.
- Promote learning among both cooperating partners, as well as other relevant parties such as local authorities, local NGOs, external donor NORAD and FOKUS.
Profile of the Evaluation Team
1 (English & Tetum speaking) leader of the team experienced in evaluation design and methodology is mandatory. Experience evaluating relief and development projects in Timor Leste. Strong capacity for analysis. Fluent spoken and written English. Preference for Tetum Speakers.
1 local (English, Tetum and relevant local dialects-speaking) consultant with extensive knowledge of Timorese society, culture, and gender relations with some knowledge of evaluation tools.
Since the target group is women, at least one of the consultants should be a female.
Suggested Timeframe
May/June 2009: Fieldwork phase: Consultant spends approximately five days in Timor Leste and some two selected districts for data collection, interviews, meetings and fact-finding.
June/July 2009: Analysis of data, prepare outline of report and writing of report.
15 July: First draft submitted to FA, NET and FOKUS for comments.
31 July: Final Comments from FA, NET and FOKUS to be submitted back to consultants
15 August: Final report in English submitted to FA, NET and FOKUS
