Position Title: Task Manager, Conflict Resolution and Dispute Mediation


Position Duration: up to project end (September 2012) based on performance


Location: Dili, with some travel to the districts


Position Type: NationalProject


Background:


Working in close cooperation with the Ministry of Justice and the Direcção Nacional de Terras, Propriedades e Serviços Cadastrais (DNTPSC), the Ita Nia Rai project is providing support to the Government of Timor-Leste in the area of land rights and administration. The project’s objectives include:

1) Strengthening Policy, Law and Regulations;

2) Developing Land Administration and Information Systems;

3) Resolving Disputes; and

4) Increasing Public Awareness.In order to achieve these goals, the project is divided into five

(5) Tasks. Conflict resolution and dispute mediation is a critical Task of this long-term project. The Task Manager will be expected to develop, implement and monitor procedures for resolving disputes over land, develop public information strategies, provide inputs to training.


The task manager will be supported by up to 3 staff members under his or her direct supervision. The task manager will be an essential part of the project team, and will be expected to collaborate fully to achieve project objectives.


Position Description:


The Task Manager for conflict resolution and dispute mediation will be responsible for implementing conflict resolution and dispute mediation processes to support project activities. This will include, but not be limited to the following activities:



  • Supervise conflict assessments for each project district that will provide information on the development of district land mediation;


  • Assist with the development of a mediation plan for each project district that addressing disputes involving land claims;


  • Coordinate with local partners to implement district mediation plans;


  • Develop and implement strategies to prevent conflicts and promote dispute resolution. Working closely with Task 1, help create Public Information and Outreach campaigns and materials in support of this objective.


  • Cooperate with state and civil society partners to coordinate and build upon related land dispute mediation initiatives;


  • Coordinate dispute resolution training for stakeholders including project staff and local civil society organizations, on land dispute mediation, and provide materials and technical advice when required;


  • Manage up to 3 staff;


  • Write regular activity reports;


  • Undertake other activities required by Project Management to attain the goals of the Project. Requirements:

Professional experience:




  • Minimum 5 years of progressively responsible work experience in a relevant field.


  • Significant management experience.

Education and professional qualifications:




  • University degree preferred;


  • Formal education or training in a conflict resolution-related discipline or other social science would be an advantage;


  • Fluency in English and ability to write in English required.


  • Computer literacy required.


  • Significant experience planning and ability to balance a high workload.


  • Previous experience working for an international organization would be an advantage.


  • Previous experience coordinating with Government would be an advantage.
