World Vision Timor Leste, a non-profit Christian Humanitarian Organization, committed to working with the poor and vulnerable, is seeking for one (1) qualified Timorese National to fill a vacant position of Monitoring & Evaluation Officer based in Aileu.
I. Purpose of the position
To ensure all constituent projects in the ADP are well monitored, evaluated, and reported to donors are comprehensive, accurate and timely.
II. Major Responsibilities
Ø With project coordinators, develop quality indicators and appropriate indicator targets for every new project design.
Ø Develop monitoring and evaluation plan, systems, procedures and tools for project staff to monitor and record project progress
Ø Ensure a baseline study is implemented for each new project
Ø Oversee and document all baseline studies
Ø With input form project coordinators, prepare project monitoring reports timely and accurate
Ø Ensure monitoring and evaluation information is used for learning, reflection and re-design for the target community and project staff
Ø Prepare terms of reference for project evaluations
Ø Support ADP manager in engaging and selecting external evaluators
Ø Conduct internal project evaluations
Ø Take and store photographs of project activities and achievements
Ø Based on project report, prepare project information and articles as required by the media and donors
III. Knowledge and Experience
Ø A degree or diploma (in development or related discipline or technical area).
Ø Two years experience with a development agency
Ø Good understanding of LEAP M&E standards and philosophy
Ø Fluent in written and spoken English
Ø Strong analytical and data interpretation skills.
Ø Computer literacy (statistical and database computer programs highly favorable)
Ø Ability to interpret and compile reports from available data
Ø Research and administrative experience.
Ø Ability to work in and contribute to the team.
Ø Posses the values and attitudes that conform to World Vision core values.
