Children’s Psychosocial Needs and Protection Risks

Plan Timor-Leste


Plan Timor-Leste is seeking expressions of interest from local NGOs to support its Emergency Child Protection Response and Reintegration activities for IDP and returnee children in targeted IDP Camps, Transitional Shelters and Areas of IDP Relocation in Dili District. This project is funded by the European Commission through its Humanitarian Aid department.

The successful NGO will: (1) Conduct a baseline survey of children’s psychosocial needs and protection risks in five IDP camps and five Transitional Shelters, and (2) Provide training on children’s psychosocial support activities, child protection, and referral pathways to Child Protection Focal Points and Community Animators in the target IDP camps and Transitional Shelters.

Plan is an International NGO that works in over 45 Countries to achieve lasting improvements in the quality of life for children, young people and families. Plan Timor-Leste has been working in Timor-Leste since 2001.

Although presented as two packages, there is only one contract.

Package I – Baseline survey of children’s psychosocial needs and protection risks in targeted IDP camps (Motael, Tibar Matadodra, Tibar Tiruilui, UIR, National Archives) and Transitional Shelters (Becora Market I&II, Tasi Tolu, Tibar Ismaek and Qarantina).

A. Develop and refine data collection methodology – 1 week
1. Develop research questions and field design
2. Orient Plan Emergency staff in data collection methodologies to identify children’s psychosocial needs and protection risks
3. Field test in one IDP camp and one transitional shelter
4. Presentation of research findings to Plan Emergency Child Protection Advisor for feedback
5. Refine tools based on field test and feedback
6. Finalise research schedule and activities with Plan Emergency Child Protection Advisor

B. Collect data – 2 weeks
1. Collect data
2. Collate information, identifying concerns which will continue during the relocation and reintegration process
3. Deliver preliminary report of findings and key recommendations
4. Round-table discussion with Plan Emergency Child Protection Advisor and Emergency Program Manager (one afternoon)
5. Final report

Commencement Date for Package I: Monday, 11 August 2008
Package II – Training on children’s psychosocial support and protection in targeted IDP camps (Motael, Tibar Matadodra, Tibar Tiruilui, UIR, National Archives) and Transitional Shelters (Becora Market I&II, Tasi Tolu, Tibar Ismaek and Qarantina).

A. Design training package – 2 weeks
1. Orient Plan Emergency Child Protection team in children’s psychosocial support needs/strategies and protection risks/strategies
2. Conduct a rapid assessment of skills and knowledge of Child Protection Focal Points and Community Animators in relation to children’s psychosocial support and protection capacity
3. Coordinate with Plan Emergency Child Protection team to design a training package for Child Protection Focal Points and Community Animators
4. Field test in one IDP camp and one transitional shelter
5. Round table discussion with Plan Emergency Child Protection team
6. Refine training package based on field test and feedback
7. Finalise training schedule and activities with Plan Emergency Child Protection Advisor

B. Training delivery – 4 weeks
1. Train Child Protection Focal Points and Community Animators in children’s psychosocial animation activities, child rights, child protection, referral pathways, non-violent discipline techniques as required
2. Train Child Protection Focal Points and Community Animators in socialization of skills and knowledge learned
3. Document attendance, monitoring and evaluation, participant feedback

C. Reporting – 1 week
1. Compile attendance data, disaggregated by location, participant position (CPFP or CA), gender and expected area of relocation
2. Compile monitoring and evaluation and participant feedback
3. Round-table discussion with Plan Emergency Child Protection Advisor and Emergency Program Manager (one afternoon)
4. Final report

Commencement Date for Package II: Monday, 8 September 2008

Total contract period: Monday, 11 August 2008 – Friday, 24 October 2008
Total budget available: USD 6,000
