Project Administration Specialist-Staff Consultant

The ADB-Special Office in Timor-Leste (SOTL) was established to assist its Headquarters in the implementation of projects and programs, in project processing, country programming, and economic and sector work. It also coordinates ADB’s activities with other resident diplomatic and donor missions, NGOs, academic institutions, local think tanks, private sector and other members of the civil society.



Description of Responsibilities
The staff consultant shall assist ADB’s Resident Representative in Timor-Leste administer ADB’s portfolio of technical assistance (TA) and investment projects (projects) that are devolved to ADB’s Special Office in Timor-Leste (SOTL). The consultant will also support other SOTL operational responsibilities relating to programming, preparing, processing, and delivering ADB development assistance to Timor-Leste. The consultant will be located within SOTL and will be supervised by the Resident Representative.

Specific responsibilities to include:
The staff consultant shall provide the following TA and project administration services:

Programming
Assists the Resident Representative (RR) and missions from ADB Headquarters in collecting, verifying and compiling data for use in preparation/updating of various reports, e.g. country strategy and program and/or updates.

Portfolio Management
Assists the RR in preparation of SOTL’s work program for TAs and projects currently administered and monitors monthly achievements against targets of key results areas.
Collects, compiles and summarizes data/statistics for generation of periodic reports on project administration, closing of projects, completion of TA projects, anticipated grant savings in projects, status of project implementation for co financiers, status of selection and contracting of consultants and progress in the preparation of Project Completion reports in timely manner.

Mission Support and Participation
Supports TA and project administration missions from ADB Headquarters (HQ). Participates in SOTL TA and project administration missions as required, e.g. inception, review, mid-term, and project completion report mission by providing inputs in preparation of MOU/Aide Memoir, and assistance in collecting data on contract awards/disbursements, reconciliation of project accounts, compliance with loan covenants, in familiarizing Executing Agencies with ADB's grant procedures and in assisting them in preparation of various reports and applications.

Documents Review and Correspondence
Contributes to the review of various documents, i.e. bid documents, prequalification of bidders, contract awards, project-related issues, etc.

Focal Point Duties/Responsibilities
Acts as central contact/information point for activities at HQ for in-house/external queries/inquiries, and as an essential backbone for HQ to fulfill its mandates/achieve its objectives. Assists in paper trail of PAU matters, in paper trail/other requirements in processing of projects. Follows-up with HQ on submission of PAU reports for consolidation for Timor-Leste.

Provides other general administrative support to ensure efficient operations in HQ.
Provides advice, consults and discusses with Timor-Leste Government officials and donors about issues related to ongoing TAs and projects administered by SOTL. Assist in liaison with these officials and those from concerned department/s in HQ;


Reporting Arrangement
The position reports to Resident Representative.

Selection Criteria

Specific criteria include

§ suitability to undertake the responsibilities mentioned at the required level.
§ Preferably bachelor’s degree .
§ at least five years of work experience would be considered an advantage
§ excellent command of written and spoken English
§ advanced computer skills with sound knowledge of common word-processing, spreadsheets and graphics software used in ADB.
§ good coordination and interpersonal skills; ability to work with individuals from different cultural/national backgrounds.
§ ability to work with minimum supervision and exercise judgment on matters of confidentiality and those requiring urgent attention in the supervisor’s absence.
§ familiarity with local languages and institutions.
