WFP together with other UN agencies is receiving support through the Millennium Development Goals Achievement Fund (MDG F) to undertake a Joint Programme (JP) for the implementation of the project, Promoting Sustainable Food and Nutrition Security in Timor-Leste.  WFP seeks to fill the position of National Programme Officer to work with the Project Manager to implement this project.

Duties/Responsibilities: 
Under the direct supervision of the Project Manager and the overall supervision of the Head of Programme Unit, the National Programme Officer will be responsible for, but not limited to,  the following duties:
§         Responsible for overall programme implementation and monitoring of activities;
§         In coordination with project partners, lead and document coordination and reporting meetings for the Joint Programme (JP);
§         Liaise with project implementing authorities and undertake visits to view project outputs and beneficiaries in order to ensure that progress is made in the achievement of project objectives;
§         Liaise with Programme Officer for reporting of MDG activities related;
§         Compile regular reports for the Monitoring and Evaluation component of the JP and provide routine data and feedback to the relevant officer(s);
§         Oversee preparation and dissemination of timely analytical and critical reports including proposals for improvements in operation and the scope of programmes;
§         Prepare periodic reports on the progress of operational projects and related government plans;
§         Ensure compliance with WFP’s policies, criteria and procedures with respect to food aid;
§         Assist Country Director and Programme Officers in all matters related to the delivery of WFP emergency assistance and bring to the attention of appropriate country staff any administrative constraints arising from rapidly evolving emergency situations in the field;
§         Supervise other programme staff; provide training and technical guidance in their work; and perform other related duties as required.

Qualifications:
  • Bachelor’s degree or equivalent in agriculture, agricultural economics or nutrition and 5 years of experience in related work.The candidate will also have good working knowledge of Ministry of Agriculture and Forestry as well as the Ministry of Health. The National Officer must be adept at building and supporting government and NGO partnerships.
  • Fluency in both oral and written English. Knowledge of local languages.
  • Microsoft Excel, PowerPoint and Word skills are required. Skills in data base design and management as well as a basic understanding of statistics will also be a strong advantage.

Job description and activities

  1. Analyzing suitable configurations of the basic structural components of a building or other structure;                              
  2. Considering the strength of various materials, e.g. timber, concrete, steel and brick, to see how their inclusion may necessitate a change of structural design;                                                                     
  3. Liaising with other designers, including architects, to reach agreement about safe designs and how they may fit in with the aesthetic concept of the construction;                                                         
  4. Communicating the design of a structure through drawings, specifications and computer models so that others can construct it;                                                      
  5. Investigating ground conditions and analyzing results of site tests, such as soil samples;                                                           
  6. Working with a logistic and purchasing  staff  to estimate the type and amount of materials necessary to deliver the contract against the agreed specifications;                                                        
  7. Estimating the cost of  projects                                    
  8. Working with a site manager  to help predict the timescales of a project, which has a considerable bearing on costs;
  9. Establishing the likely progress and completion rates, including allowances for bad weather and other unforeseen circumstances;  
10.  Calculating a final figure for the estimated cost, supplemented by adjustments for overheads and profit, and presenting a tender price.

Qualification Required
  • Bachelor in civil engineer degree.  
  • 3-5 Years Experience in Civil Construction area.  
  • Able to work in team environment.         
  • Will be National or International.
  • Fluent  in Indonesia and  English skills

About the PAS Project

Over a period of three years, the PAS project will provide 2,500 minimally-educated rural men and women, ages 16-30, with a workforce preparation program that combines off-the-job instruction with on-the-job training. Elements of this program include literacy/language learning, employability and life-skills training, entrepreneurship training, and vocational skill building. The program will combine formal instruction with on-the-job training in some of the country’s most rural areas. As part of this training, participants will have the opportunity to gain real work experience and while applying new-found skills gained through formal instruction.

Position: Operations Manager

ESSENTIAL FUNCTIONS - The person in this position is expected to communicate clearly and courteously; to develop and maintain positive relationships with clients, consultants, collaborators, co-workers, field sites, and funders; and to work respectfully with EDC colleagues. The job requires adherence to EDC policies & procedures.

SPECIFIC DETAILS
  1. Provide oversight of the project’s finance, subgranting, administration, human resource, IT, security fleet/facilities and procurement functions.
  2. Work closely with CoP and relevant internal stakeholders to ensure all aspects of EDC’s work are fully consistent with contractual obligations, USAID regulations, law of Timor-Leste and reflect practices of transparency, accountability and sound development practice. Approach to risk management shall be comprehensive and include financial, contractual, legal, reputational, business and security risks.
  3. Revise project policies and procedures manual and train all staff in its in its usage and adherence.
  4. Provide leadership, training, mentoring, guidance and supervision to EDC’s project Finance + HR + Administration + Procurements staff and fill in for key personnel as required. Ensure that information to the HO and/or donor is accurate and timely. Ensure project is properly staffed and develop effective HR strategies to support recruitment, retention and staff development.
  5. Work with subgrants staff to provide training, guidance and mentoring to small NGO subgrantees, specifically on how to fill financial forms, prepare expense reports, requests for funds, internally check and verify the authenticity of expense vouchers and payments, etc. Provide sub-grantees with a high level of technical assistance and support with preparation of proposals, budgets, financial and narrative reports.
  6. Continuously monitor the systems in place and proactively make recommendation to the COP for changes and additional measures required to ensure enhanced efficiency and transparency within the project.
  7. Serve as point person for internal and external financial audits.
  8. Ensure all expenses in the field are transparent, allocable, allowable and reasonable. Together with the program team and CoP, develop and ensure budgets and sub-grants are proactively monitored and provide monthly internal report/recommendations and other reports per established scheduled and/or upon request.
  9. Work closely with and provide assistance to the COP, and make available accurate and detailed information, for effective and efficient decision making.
  10. Ensure high level of communication and efficient coordination, on all levels, between the Program and Support units, for the effective implementation of the project. Support a “ONE team” approach that supports integration of operations, sub-grants, program and Monitoring and Evaluation functions.

Qualifications and Requirements:
·         Demonstrated experience working as operations manager for international development projects with an emphasis on financial management, subgrant management and compliance
·         CPA
·         Bachelor’s degree or equivalent required with 8-10 years relevant experience, or
·         Master's degree or equivalent with 5-7 years relevant experience;
·         Competence with small business accounting software, preferably Quickbooks, along with Microsoft Word & Excel
·         Excellent math skills; strong financial analysis skills
·         Knowledge of the rules & regulations USAID highly desirable
·         Ability and willingness to travel frequently to rural areas that lack amenities;
·         Strong interpersonal and cross-cultural skills. Ability to work well under pressure, consistently demonstrate leadership by example and work effectively as a team in a challenging, multi-cultural environment is a must;
·         Strong communication, diplomacy, listening, mediation and negotiation skills required;
·         Excellent communication in English, Tetum and/or Bahasa Indonesia highly desired and/or facility for language acquisition.

Two national long-term experts for GTZ-funded Vocational Training Project for Youth in East Timor
Objective:
The project is to support those about to leave vocational agricultural training at selected secondary schools to obtain a sustainable income through youth production groups/cooperatives and to participate more strongly in the social and economic live in rural areas. Target groups are students and those who finish their studies at agricultural vocational schools.

The project will work in a number of strongly interlinked areas:
Develop practical skills oriented agricultural vocational education and training in collaboration with agricultural secondary schools and the two involved ministries Ministry for Agriculture and Fisheries (MAF) and Ministry for Education (ME) Establish a consultation mechanism at the decentralised level that supports youth production groups and cooperatives in collaboration with the decentralised technical staff of MAF, ME, MED and the schools Promote networking of the production groups in the areas of production and marketing in collaboration with the Directorate for Cooperatives. Start-up support for youth production groups and support to their integration into village communities Identification and use of experiences at the national level Promotion of non-violent conflict management in schools and youth production groups
Tasks:

Profile:
Master degree in agricultural economics, agricultural vocational education and training or similar Track record of experience on curriculum development, training of trainers and technical assistance on development of certification and quality management in vocational education and training in the area of agriculture Experience in promoting self-employment and establishment of production groups/cooperatives in the agricultural sector. The Resource Mobilization Manager is expected to sustain and strategically increase Plan Timor-Leste grants portfolio, working both with major bilateral and multilateral donors based in-country and with private donors in fundraising countries, in close cooperation with Plan's fundraising offices.
