POSITIONS FOR NATIONAL COMMISSION FOR ACADEMIC ASSESSMENT AND ACCREDITATION (NCAAA)
 

The Ministry of Education (MoE) in Timor-Leste is creating a National Commission for Academic Assessment and Accreditation (NCAAA) which will be headed by an Executive Director. The Executive Director will be supported by two Quality Officers (QO’s) and two mid level support staff for a 12 month period commencing January 2010:

Staff responsibilities and qualifications
Quality Officers (two positions)
The quality officers can come from various backgrounds, but would have had several years of experience within a university or other institution of higher education. QOs must be experienced in reading and digesting papers and information on academic matters, and able to understand the consequences of various policies and practices. QOs must be efficient, able to work satisfactorily and under pressure as both a full and as a support member of a team, and able to be tactful but firm in guiding the team through the accreditation process.

Specific qualifications are:

  • Postgraduate degree (Doctorate or terminal professional degree preferred)
  • Commitment to higher education
  • Experience in senior administrative and/or teaching experience at an institution of higher education, association or agency
  • Fluency in Portuguese and English

Support staff
Support staff should be able to assist the QOs in liaising with the institutions and reviewers. They need adequate computer skills to maintain records and manage communications. One of them needs accounting background.

Specific qualifications are:

  • Degree with adequate computer skills
  • Ability to analyse data and support the QOs in seeking data from the institutions, one of them with accounting background
  • Fluency in Portuguese and English

GRM is the Managing Contractor for the Australian Government assistance provided to Timor-Leste via the East Timor Justice Sector Support Facility (ETJSSF) - The Justice Facility

We are seeking a Human Resource Management Assistant to work with the Office of Prosecutor General

Assessment

A panel will assess applications on the basis of technical merit and value for money.

Applications that are assessed by the panel as being technically suitable for the assignment will receive a financial assessment. Final scores will be weighted as follows:

                  ♦ 80% for technical score

                  ♦ 20% for financial score

 The final score is calculated as follows:

(Lowest Price / Applicant’s Price x 20) + (Lowest Score/Applicants Score x 80). 

Note that only those applications from candidates who are able to fulfil all the requirements of the position will be assessed financially.

A. TERMS OF REFERENCE

Human Resource Management Assistant, Office of the Prosecutor General

Based in the Office of the Prosecutor General, Dili.  Some travel to the Districts required.  
Language
The sector agencies use Portuguese and Tetun (official languages), as well as Bahasa Indonesia and English (working languages).  A high level of proficiency in written and spoken English and Tetun or Portuguese is required.

Subcontractor Responsibilities/tasks  

  • Develop and maintain effective working relationships with all key stakeholders.

Under the overall support and direction of the Human Resource Management and Development Adviser, undertake the following:

  • Support the restructure of the Office of the Prosecutor General (OPG).
  • Work with key staff and advisers in the OPG to implement the OPG restructure as approved.  Activities will include support for the recruitment and selection of key staff, development and implementation of induction activities for key staff and the design and implementation of key changes to implement the split in Administration and Court Processing functions.
  • Assist HR Staff to implement the PMIS and to fully utilise its reporting functions
  • Work with key HR Staff from the OPG to implement the Human Resource Management Policy and Procedures Manual, as it is approved.
  • Perform other duties as directed.

B. SELECTION CRITERIA
Qualifications and Experience

  • Experience working in a Human Resource or Administration area, with a focus on implementation of policy and procedures;
  • Understanding of organizational development issues in Timor Leste, preferably in the context of the Justice Sector;
  • Understanding of the legal system and public administration in Timor Leste.

Other Qualities/Competencies
  • Fluency in English and Tetun or Portuguese.
  • Strong interpersonal communication skills, with the ability to communicate well with people from diverse cultures and backgrounds; Ability to be flexible and to identify a variety of solutions to issues that may arise;
  • Ability to work sensitively and in a culturally appropriate manner with people from diverse cultures and backgrounds;
  • Ability to work as part of a team with a commitment and skills to resolve conflict in the workplace;
  • Ability to maintain confidentiality in difficult working environments

The Department of Legal and Constitutional Affairs assists the President on legal and constitutional affairs. It is responsible for technical tasks at the President’s request, namely ensuring the due administrative course of legal diplomas submitted for promulgation, as well as following-up decrees and other acts of legal and constitutional competence of the President.
The Legal Advisor works within the Department of Legal and Constitutional Affairs of the Office of the President and its tasks will be determined according to the Terms of Reference defined by the Chief of Staff and by the Head of Department.
Duties and Responsibilities
  • Provide legal support to the decisions of the President whenever he asks.
  • Follow-up all matters of legal and constitutional relevance and keep the President apprised.
  • Follow-up debates in the National Parliament and report on a periodical basis for the President.
  • Assist with and/or prepare legal reports, observations and opinions, review and analyse laws and regulations to keep the President apprised.
  • Prepare the President’s diplomas, namely nomination and exoneration decrees of the Prime-Minister, members of Government, diplomatic representatives of Timor-Leste and of other bodies on which the President has constitutional competence.
  • Analyse and formulate opinions on the diplomas sent to the President for promulgation.
  • Analyse and formulate opinions on processes of pardon sent by the Government and support the President in that procedure.
  • Assure the analysis of Proposals of Laws and of Decree-Laws for the President’s information and promulgation.
  • Analyse legal questions posed by the functioning of the Office of the President, or specifically asked for by the President or Chief of Staff.
  • Prepare reports and documentation, briefings and talking points for the President.
  • Cooperate with Political Support Services of the President, on legal and constitutional matters of political relevance.
Qualifications:
  • University degree and Masters in Law, and relevant experience in the legal area.
  • Experience in research of legal matters and information gathering to produce reports and internal information.
  • Experience in legal drafting.
  • Good experience of IT systems: proficient in Windows and Microsoft (Word, Excel, etc).
  • Proficient in Portuguese and English.
  • Knowledge of Tetum and/or Bahasa Indonesia is an advantage.
