The Asia Foundation Timor-Leste (an International NGO) is currently seeking candidates for the position of Paralegal Officer for the Access to Justice Program. Under the direction of the Paralegal Adviser, the Paralegal Officer will provide support to the Access to Justice Programs paralegal component with the goal to increase access to free quality legal aid services for Timor-Leste citizens, including vulnerable groups such as women, youth and rural populations. The Paralegal Officer will facilitate training initiatives for paralegals and monitor paralegals operating in the field.

Key responsibilities and qualifications include:

Under supervision of the Paralegal Adviser, the Paralegal Officer will:
  • Evaluate and monitor demand for paralegal legal aid services.
  • Contribute to the development and implementation of an integrated strategy for paralegal development.
  • Contribute to the development of annual plans and reports and achievement of objectives.
  • Monitor and evaluation Paralegal Programs.
  • Contribute to the development of high quality reports.
  • Contribute to assessment of needs and areas for paralegals skills development; facilitate and support delivery of training for paralegals.
  • Provide mentoring and support to legal aid organizations paralegals work in the field.
  • Coordinate student paralegal placement program/clinical training program.
  • Assist with arrangement of faculty exchange within paralegal programs between law faculties in Timor-Leste and in the region.
  • Comply with USAID and TAF grant regulation and procedures and undertake other duties as assigned.

Qualifications:
  • Demonstrated work experience in paralegal programs
  • Demonstrated work experience in design and implementation of international development programs
  • Demonstrated work experience in design and monitoring of program budgets
  • Professional experience with an international NGO preferred
  • Knowledge of and experience with RDTL government ministries and agencies, and NGOs Understanding of USAID and/or other international or government funding agencies
  • Demonstrated commitment to Timor-Lestes development

Education
University Bachelor degree or equivalent in relevant discipline.

Other
  • Excellent verbal and written communication skills in English, Indonesian and Tetun; Portuguese preferred.
  • Strong written and oral analytical skills
  • Excellent interpersonal skills
  • Demonstrated organizational abilities

One year contract with one month probation, and with possible extension, commencing as soon as possible.

The Asia Foundation Timor-Leste (an International NGO) is currently seeking for candidates for the position of Election Monitoring and Voter Education Program Manager who will support an extensive running program of ‘Support for Local Governance, Election and Civil Society Program.

The position’s key responsibilities and qualifications include:

Elections Monitoring and Voter Education Program Manager

Under supervision of Chief if Party, GEC Project, this person will be responsible in assisting the formation and strengthening of a civil society coalition to monitor election; facilitating and coordinating program support to the civil society coalition; facilitate development and implementation of public information strategies to increase public awareness of electoral laws and processes; fostering communication and cooperation between civil society and concerned national government agencies; coordinating with established national and international civil society organizations engaged in supporting elections; organizing national events such as conferences, workshops, forums and dialogues; develop, implement, report on , carry out monitoring and evaluation of the Elections Monitoring and Voter Education; work with prospective grantees to develop program activities; determine program feasibilities; monitor and facilitate programs; obtain timely and useful reports; critically evaluate outcomes.

Qualifications:

Holder of a degree in public administration, economics, management, political science or related subjects from and international accredited university or college (a master degree will be an advantage); experience in project management or implementation; familiar with Timor Leste’s election laws, rules, regulations procedures and penalties; familiar with Timor Leste’s government institutions involved in election (CNE and STAE and the UN Electoral Support Team); Fluent in English as well as Tetun and Portuguese; good writing and public speaking skills (English and Tetun); experience in facilitation will be an advantage.

Country Representative – Timor Leste

3 year contract role based in Dili

Caritas Australia is the Catholic Agency for International Aid and Development in Australia and works with partners in Australia, Africa, Asia, Latin America and the Pacific to address the causes of poverty and bring about long term change. The Agency is a member of the Caritas Internationalist network and is active in the network’s response to emergencies, supporting aid and grass roots programs in nearly every developing country.

Caritas Australia's program in Timor-Leste is founded on a deep belief in, and commitment to, the capacity of the people of Timor-Leste to manage their own development.

The Country Representative’s primary role is to manage Caritas Australia’s humanitarian and development programs in Timor-Leste.  This includes the management and development of 65 staff, 40+ program partners and an annual budget of AUD$1.2 Million.


We are looking for someone with significant community development experience, including the management of a large in-country office and program management in a developing country context. 

Additionally you will have experience at a senior level in managing people, programs, partners and resources in an international and/or cross-cultural context; a demonstrated ability to lead a diverse team; strong communication skills; and a passion for developing and empowering others.  Enthusiasm for, and commitment to, principles of mutual respect, justice and fairness will be essential for succeeding in this role.
