The project will work with food insecure communities in Baucau and Bobonaro districts to identify and undertake cash-for-work opportunities which will result in community asset creation for improved food security and disaster risk reduction. Duties/Responsibilities: Within delegated authority, the National Program Officer will be responsible for the following duties: § Responsible for overall program implementation and monitoring of activities in the region; § In coordination with project partners, lead and document coordination and reporting meetings for the Productive Safety Net Program; § Provide support to the Government staff for the development and implementation of cash-for-work projects; § Training and sensitization (PRA) of participating communities with government, partnering agencies and community leaders; § Work with district and community leaders to identify community priorities in asset creating cash-for-work opportunities; § Liaise with project implementing authorities and undertake visits to view project outputs and beneficiaries in order to ensure that progress is made in the achievement of project objectives; § Liaise with National Disaster Management Directorate (NDMD) and other government counterparts for project development and oversight; § Develop and sustain liaison with key professionals and NGOs engaged in the field of food security and disaster risk reduction working in the project areas; § Compile regular reports for the Monitoring and Evaluation component of the project and provide routine data and feedback; § Oversee preparation and dissemination of timely analytical and critical reports including proposals for improvements in operation and the scope of programmes; § Provide continuing liaison with bilateral food aid programmes, with UN agencies and with NGOs providing technical or other forms of assistance to WFP assisted projects; § Identify and undertake training and capacity building opportunities for government counterparts participating in the project; § Prepare periodic reports on the progress of operational projects and related government plans, including contribution to Guidelines for the Implementation of CCTs; § Ensure compliance with WFP’s policies, criteria and procedures with respect to food aid and other assistance provided through the project; § Assist Regional and Country Directors and Program Advisers in all matters related to the delivery of WFP emergency assistance and bring to the attention of appropriate regional/country staff any administrative constraints arising from rapidly evolving emergency situations in the field; § Supervise other program staff at district and sub-office level; provide training and technical guidance in their work; § Perform other related duties as required. Qualifications: Suitable candidates for the National Program Officer position will have a Bachelor’s degree or equivalent in social science, development studies or economics. Desirable skills and/or experience: § 5 years of experience in related work. § The candidate will also have particularly good working knowledge of Ministry of Social Solidarity as well as familiarity with the Ministries of Agriculture and Health. The National Officer – Social Safety Nets must be adept at building and supporting government and NGO partnerships. § Good computer skills in Microsoft excel, PowerPoint and Word skills are required. Skills in data base design and management as well as a basic understanding of statistics will also be a strong advantage. § Fluency in both oral and written English and knowledge of local languages. § Familiarity with the targeted districts will be an added advantage. General Overview of Position
UNFPA Timor-Leste has been providing support to the country since 1999. It is one of the UN Agencies committed and actively supporting the national government focusing on 3 Programs: Reproductive Health, Population and Development and Gender. The RH program is providing support to the Ministry of Health through the Maternal and Child Health focusing on Safe Motherhood, Family Planning and Emergency Obstetric Care(EMOC). CO also supports BCC strategies of MoH working closely with MCH and Health Promotions Department. Last year as sub recipient of Global Fund, it supported a local NGO(FTH) actively working on HIV prevention among FSW and MSM in terms of Management and Financial support. Currently UNFPA is supporting the HIV in Prison Project implemented by local NGO. As part of Reproductive Health – Adolescent Reproductive Health is a new endeavor of UNFPA CO. It was launched in late 2007 and activities started in 2008. It is for these three programs that UNFPA Timor Leste seeks an HIV/ARH /BCC National Officer.
PURPOSE OF THE POST:
Under the overall guidance of the Country Representative and direct supervision of The Reproductive Health Officer of UNFPA Timor Leste Country Office, the incumbent will work closely with counterparts at the Ministry of Health - Maternal and Child Health Department, HIV Unit of the Communicable Disease Control Department, Health Promotions Department and the Ministry of Education Curriculum Development Directorate.
MAIN DUTIES AND RESPONSIBILITIES:
§ Effectively manage Adolescent Reproductive Health and HIV program component within the umbrella of RH Program. Assists in the development of the Youth Friendly Health Service National Guidelines and ASRH incorporation in the Secondary curriculum in the country.

§ Actively participate in relevant thematic groups and meetings particularly the Country Coordination Mechanism Meetings and ARH/Health Education/BCC working group meetings available in the country and provide support to government counterparts in strategic policy discussion.
§ Assists the RH Program Officer in preparation of work plans and reports in areas of HIV/AIDS, ARH and BCC.
§ Work closely with government counterparts to ensure the availability of adequate capacities for an effective multi-sectoral response to HIV/AIDS which includes all key government partners at national, regional and district levels.
§ Support the development of strategic work plans for the attainment of government’s priorities in the areas of HIV/AIDS, ARH and BCC.
§ Assists in strengthen the monitoring system available in the Ministry of Health/Ministry of Education for periodically assessing the impact of interventions such as community dialogue and Focus group discussions.
§ Support the RH Program Officer in the management of performance indicators, routine administration, coaching of National ARH/HIV/BCC staff in MoH and help in identification of new strategic policy directions for ARH,HIV/AIDS and BCC as necessary.
§ Focal point in fostering linkages with other RH Programs like BCC, Safe Motherhood and Family Planning and other UNFPA Programs like Population and Development and Gender.

Oxfam’s Timor-Leste program is seeking qualified national staff to back-fill for Program Manager, Humanitarian & Advocacy going on extended maternity leave. This is a 12 month position to allow for optimal handover. The position will have responsibility for implementing the Rights in Crisis work plan (2010 – 2011) in three key areas: humanitarian protection, disaster preparedness and advocacy. As the Oxfam International humanitarian lead in Timor-Leste, the program needs to maintain its capacity to respond effectively to disasters. This role will be responsible for ensuring that the Oxfam Timor-Leste program is able to respond effectively in the event of a humanitarian crisis, and also help to build national capacity in disaster preparedness. Direct management of a team of four staff members will be an important component of the role and ensuring continuation of established staff capacity building plans. Some direct partner management at the national level will be required as well as some financial management responsibility.
Oxfam has been supporting development and humanitarian work in Timor-Leste for over 30 years and currently implements a multi-sectoral program by working in partnership with civil society organisations, working directly with communities and with government. Oxfam employs over 100 staff in Timor-Leste and is supported financially by a range of institutional and private donors.
Candidates must have:
· Experience in humanitarian response contexts with demonstrated involvement in both disaster preparedness and response programming.
· Knowledge and experience of advocacy work through partners
· Knowledge of international humanitarian and accountability standards, including Sphere, the Red Cross Code of Conduct, the Good Enough Guide, IASC gender guidelines and protection standards.
· Basic knowledge of the UN Humanitarian Reform and cluster system, institutions of the UN system and policies and guidelines related to humanitarian affairs
· Understanding of the international legal framework (IHL, HR law, refugee law, IDP Guiding Principles)
· Knowledge of specific protection tools (child protection, elder protection, minority protection etc)
· Experience using participatory approaches to working with stakeholders, including affected communities
· Excellent oral and written communication skills. English and Tetun or Bahasa Indonesia.
· Relevant university degree (masters qualification preferred)
· Budget management and report writing ability to a high standard
