CARE is looking for a Country Coordinator to work in a proposed USAID-funded pilot project to implement a school dropout prevention project and assess its effectiveness and replicability. The first phase of the project will include a comprehensive assessment of the factors contributing to school dropout in
The Country Coordinator is a senior position and will manage SDPP staff and activities in Timor Leste. In addition to management, s/he will serve as the primary representative of the SDPP project to the USAID mission, the Ministry of Education, and other partners and stakeholders.
Key duties and responsibilities:
- Represent the SDPP project and build relationships with Ministry of Education stakeholders and USAID;
- Establish a SDPP Country Coordination Body and facilitate an ongoing consultative process with Ministry stakeholders;
- Manage SDPP operations in
- Support pre-implementation research and assessment;
- Support the project design process;
- Manage a country team of 2-3 professionals and 3-4 administrative staff, plus an implementation team of 12-15 in the field;
- Prepare quarterly reports and other reports as needed;
- Maintain regular communication with the Principal Investigator and Central Research Team in Washington, DC.
Qualifications:
- Masters degree or equivalent;
- At least 5 years of experience in a senior project management position in the education sector;
- Experience with design and production of educational learning materials desired;
- Experience managing projects funded by USAID or other international donor agencies;
- Experience with research in the education sector;

- Maintain the filing system in the Fleet Unit.

Purpose of position
The Human Resource Manager plays a key role in the strategic and operational management of human resources at CARE International Timor Leste. As a member of the Senior Management Team, the HR Manager contributes to overall direction setting and management of the organization and its staffing needs. The HR Manager then designs, develops and reviews policies, processes and programs to support achievement of CARE’s HR goals, mainly in the areas of attraction, retention, performance management and development of staff.
In addition to this strategic focus, the HR Manager is responsible for ensuring the efficient and effective delivery of all HR services for CARE, including recruitment, orientation, payroll, leave management, disciplinary action and records management.
The Human Resources Manager is responsible to the ACD Finance and Admin. Currently two staff report directly to the HR Manager: an HR Assistant and a Project Officer.
Essential Selection Criteria:
- At least 3 years experience in a senior human resources management role.
- At least 3 years experience supervising staff.
- Demonstrated ability to influence senior national and international staff.
- Demonstrated interpersonal skills, sound judgment, and planning.
- Highly developed communication skills, including excellent oral and written English communication skills.
- Strong training presentation and facilitation skills.
- Competence in using information technology including word-processing, spreadsheets and communications technology.
- Willingness to travel out of Dili when required.
- Proven track record of quality performance in high pressure environments.

- Ensure that transfer of technology done in right manner to the target beneficiaries
- Coordinate with MAF District Offices of Liquica and Bobonaro
- Prepare progress report of the agriculture activities
- Coach and mentor Field Officers on participatory planning, implementation and monitoring of agriculture activities
REQUIREMENTS
• University Degree in agronomy or related field
• At least one year experience in agriculture related programmes
