The Fred Hollows Foundation NZ is an international development organisation dedicated to restoring sight and reducing avoidable blindness and vision impairment in the Pacific, Papua New Guinea and Timor-Leste. 

Hollows NZ is currently seeking a dynamic leader with superior relationship management and problem-solving skills to lead the delivery of its comprehensive eye health program in Timor-Leste.

Working with government and local partners, as well as major international donors, the Timor-Leste Country Manager will be leading an enthusiastic and dedicated team of Timorese and expatriate staff at an exciting time in the program’s development.  Strong strategic and organizational management skills, as well as a commitment to evidence-based planning are essential.

Reporting to the Auckland-based International Programs Director, the Country Manager should have a proven background managing complex programs in public health or development, with preference given to those with eye health experience.

The successful candidate will be offered a package competitive to the local market with accommodation, transport and health insurance included. Please note that this is an unaccompanied post.

National Eye Health Survey Team

Various positions available

The Fred Hollows Foundation NZ is looking for staff to work as part of a survey team, conducting a National Eye Health Survey in several districts of Timor-Leste.
This team will be hired for a minimum total period of around ten (10) weeks, on a full-time basis from the 15 March to approximately 22 May. Some work will be necessary on weekends and outside standard work hours. The salary for these positions will be calculated on a weekly basis, based on the average number of hours they will work. Staff must agree to work flexibly according to the conditions set out in the contract.

Positions available on this team are as follows:
  • General survey team member (3 positions)
  • Driver; (must have valid drivers license, experience driving 4WD, must be willing to take on other responsibilities as required) (1 position)
  • Data entry officer (based in Dili) (2 positions)

Description of role, previous experience and skills required

This survey will take place in thirty-one (31) locations throughout the central and western regions of Timor-Leste. The survey work will include travel to several districts, and a new suko will be visited every day. Team members must be willing to travel throughout this region and stay overnight in project locations for periods of up to two weeks at a time.
Team members will be expected to work flexibly in a number of roles, including identifying participants in their homes, interviewing and performing basic vision tests.
Survey activities will sometimes take place over a large area of the suko. Team members will be expected to walk from house to house, help participants to and from their homes to the survey site and support the preparation of the site and moving survey equipment.

Previous experience necessary:

All candidates:
  • Experience working within NGOs
  • Survey work (especially health surveys), including conducting interviews
  • Experience in working with communities and community leaders
  • Experience in planning, logistics and coordination with external stakeholders
  • Experience working as part of a large team
  • Good working knowledge of speaking and writing English

Previous experience necessary for data entry staff:
  • Experience using database systems such as MS Access or SPSS
  • Ability to set-up, use and maintain basic filing systems


Additional desirable experience (field survey staff only):
  • Ability to speak and interpret Mambai, Tetun-Terik, Bunak or Kemak

The Fred Hollows Foundation is seeking qualified national staff for the position of Health Promotion Officer. The job commences 5 August 2009 and is initially for 6 months with a view for future extension. Please distribute to your networks.


POSITION DESCRIPTION: Health Promotion Officer


A. JOB SUMMARY
You will be responsible for providing support to The Fred Hollows Foundation New Zealand’s community health projects, with particular emphasis on Behaviour Change Communication (BCC) strategies and health promotion for primary schools, health workers, and community members.

B. SELECTION CRITERIA
Essential
§ High School leaver certificate/University Degree
§ Experience with health promotion and BCC
§ Ability to facilitate in front of large groups such as community events and classrooms
§ Willingness to cooperate with a team of international and national staff
§ Demonstrated ability in computer skills including Microsoft Word, Excel and Powerpoint
§ Working knowledge of English and willingness to learn it further
§ Willingness to participate in training
§ Willingness to undertake regular travel to district centres (eg. One week / month)
§ Willingness to sign a 6 month contract

Desirable
§ Motorcycle license
§ Good proficiency in the English language
§ Prior community development experience
§ Prior experience working with NGOs

C. SPECIFIC ROLES AND RESPONSIBILITIES

1. Work with the Project Manager to develop and adapt health promotion materials
2. Work with the Community Health Team to provide training on health promotion strategies and the 9 key messages to where needed
3. Assist in developing interactive health promotion activities to implement the key messages for eye health
4. Provide assistance regarding planning, implementation, monitoring and evaluation to implement the NZAID-KOHA project entitled, “The Right to Sight: Community Eye Health in Timor-Leste”.
5. Undertake district travel to implement health promotion activities at SISCa and during outreach
6. Work collaboratively with the local NGO Fo Naroman Timor-Leste to plan and implement joint health promotion activities
7. Coordinate with local partners including the Ministry of Health and local and international NGO’s
8. Encourage and motivate children and the community to live a lifestyle that places importance on maintaining healthy eyes. This includes encouraging the community to attend SISCa or the clinic for vision screening or eye problems.
9. Take part in FHFNZ SISCa activities
10. Undertake data collection for research as part of the project
11. Meet weekly with FHFNZ staff to discuss the project and give activity reports.
12. Prepare monthly activity reports for the Project Manager
13. Represent FHFNZ in a professional manner at all times
14. Be aware of and follow FHFNZ policies and procedures, including regular performance appraisal
15. Other duties as directed

This contract is for 6 months with the possibility of extension based on performance, full time contract to start 5 August 2009. Salary is at a competitive rate.

  • Willingness to cooperate with a team of international and national staff
