Programme Officer
Full-time, one-year contract (with possibility of renewal), US$800 per month (gross)
Based in Dili, Timor-Leste
For this vacancy we are only able to consider candidates who are fluent in English and Tetum.
Progressio is looking for a highly motivated and resourceful individual with a genuine commitment to development, seeking to work in a cutting edge development agency in an emerging democracy, with decentralisation high on the agenda.
The Programme Officer will be jointly responsible for the coordination of Progressio Timor-Leste projects, with all partners where Progressio development workers are based.
S/he will also contribute to programme development, planning, monitoring and evaluation, and the management of development workers, as well as fundraising, recruitment, report writing and some communications, networking and advocacy work.
The successful candidate should have a degree or appropriate qualification in development studies or another relevant discipline.
You should have extensive practical work experience in planning, implementing, monitoring and evaluating development projects, and proven experience of project/programme administration and competence in: financial administration, personnel management (including staff selection and induction), and report writing (narrative and financial). Experience in a skill-share and advocacy setting; working with governmental and non governmental actors in Timor-Leste; and of working in a resource poor environment are essential.
You will need excellent organisational, coordination and project management skills; good problem solving skills, a drive for innovation and excellence, good interpersonal and communication skills, and to be open to learning (including the ability to reflect on areas for improvement). A proven ability to think and act strategically in response to development issues; a good grasp of gender analysis and dynamics; the ability to work as a member of a multicultural team and to work on own initiative; to be self-servicing; willingness to undertake road travel in Timor-Leste, and sensitivity in a multi-culture and multi-faith environment are also essential.
Background experience in relevant thematic areas (e.g. work with civil society organisations, HIV and AIDS, community based work or similar); experience of working with budgets; previous involvement in advocacy/campaigns related to HIV and AIDS, the environment and/or good governance; working with people in remote sites/at a distance; a valid driving licence, and familiarity of working with faith based organizations and Catholic Church structures is highly desirable.

This placement offers an exciting opportunity to participate in addressing HIV and AIDS in a post-conflict country, with current low prevalence rates. The HIV and AIDS Development Adviser will work alongside Fundasaun Timor Hari’i (FTH) and Estrela+. S/he will develop and support their staff to contribute effectively in addressing HIV and AIDS in Timor-Leste, including through the implementation of the GIPA Principle (Greater Involvement of People Living with HIV and AIDS). With FTH, the focus of the work will be on organisational capacity building, in order to provide a solid foundation for the further development of HIV and AIDS prevention programmes in Timor-Leste. With Estrela+, the focus of the work will be on the formal establishment and strengthening of this young network of People Living with HIV and AIDS (PLHIV) in Timor-Leste. Both elements of the placement are part of a wider national strategy addressing HIV and AIDS. S/he will also assist FTH and Estrela+ in building the capacity and awareness amongst local Timorese NGOs, other national key institutions, and the community in general regarding issues surrounding HIV and AIDS.
You should have an appropriate degree/qualification in development, social sciences, public health or a related field.
You should have a minimum of five years’ experience in HIV and AIDS programmes in a policy or design capacity at community and national levels, and at least three years’ work experience in organisational development in an advisory, management and/or support capacity. Proven experience of planning and facilitating training events on HIV and AIDS; of working with governmental and non governmental organisations, most at risk groups, and PLHIV; in communicating with a range of stakeholders (including government, NGOs, Churches and local leaders); and of working in a resource poor environment are also essential.
You should also have an inter-disciplinary knowledge of the management and control of HIV and AIDS; a good knowledge of HIV and AIDS as a development and human rights issue, and an understanding of the implications of gender inequality when working with issues relating to HIV and AIDS. An understanding of capacity building techniques and methods; excellent project management, self-organising, and prioritising skills; the ability to adapt skills and knowledge to local context and work in a resource poor environment; good team building skills, flexibility and a consensus-led approach to work; commitment to participatory/consultative methods; empathy with people living with or affected by AIDS and a commitment to work with PLHIV, and a willingness to learn basic Tetum and/or Bahasa Indonesian are also essential.

Additional Qualifications:
You should have a degree level qualification or equivalent diploma in a relevant discipline; and education/training in specific aspects of community development and gender, and also in social research and analysis.
You should have a minimum of three years’ work experience with an NGO in an advisory support capacity, preferably with umbrella organisations in a developing country, and on women’s rights and advocacy networks. Experience in training methodologies and direct training ability, including strong participatory facilitation skills; of designing, implementing and monitoring advocacy initiatives; of campaigning, community mobilisation and networking; of conducting participatory research/analysis and reporting on the results in jargon free language, and of working in a resource poor environment are essential.
You should also have an understanding of the mechanisms of advocacy and the dynamics of coalition and network building; the role that NGOs play in national and community development, and knowledge of gender and development issues, including domestic violence and the political marginalisation of women. You should have tact, determination and a clear and strategic approach to coalition building in a highly politicised environment; skills in strategic planning and participatory monitoring methods; team building and consensus led approach to work, and the ability to transfer skills and knowledge. Commitment to participatory/consultative methods; demonstrated commitment to gender awareness, equality and mainstreaming, and a willingness to learn Tetum and/or Bahasa Indonesia are also essential
Experience or knowledge of securing women’s rights in Timor-Leste and/or in the region; of working in international settings and post-conflict countries with national NGOs or community based organisations; of liaison with a range of different organisations at a policy level, including national and international decision-making bodies and legal frameworks; of reporting back to donors; skills in producing materials for extension work/mass-information (including attractive leaflets, comics, songs, theatre etc.), and an understanding of the issues facing a newly emerging democracy are highly desirable.
