Field Representative Covalima
Peace Dividend Trust / Klibur Dame Fuan

Role
The Covalima Field Representative will, in coordination with the Dili office, manage all of Peace Dividend Trust’s project activities in the southwestern region of Timor-Leste. The Country Director and Project Associates for Verification, Matchmaking and Tender Distribution will support the Covalima Field Representative in the execution of his/her duties.
Responsibilities
The Covalima Field Representative will:
- Manage and or facilitate the full range of sub projects of the Peace Dividend Marketplace Project in the southwestern region of Timor-Leste. These include: 1) Matchmaking; 2) Micro-matchmaking; 3) Tender Distribution; 4) Procurement Database; and 5) Advocacy. Focus activities will include 2, 3, 4, and 5.
- Develop a strategy and work plan for implementation of these activities.
- Develop relationships with key private sector, international and government agencies.
- Organize and manage work schedules of staff.
- Interact/liaise with local businesses and business associations.
- Prepare reports as necessary.
- Assist in obtaining a Covalima Office and in the recruiting of staff.
- Perform other duties as required.
Qualifications
· University degree in a relevant field and/or substantial professional experience in senior positions (i.e. Masters/3 years experience, Bachelors/5 years or Secondary certificate/10 years)
· Knowledge of the Timorese business community and industries
· Experience implementing field surveys
· Experience inputting data into databases
· Experience supervising and managing a team
· Computer skills and experience with basic programs such as Word and Excel
· Writing skills
· Confidence and ability to meet with high level executives, officials and donors
· Strong organizational skills
· English is mandatory. Other language skills are highly desirable: Indonesian, Portuguese and other Timorese languages.
Reporting lines: The Covalima Field Representative will report to the Country Director in writing, and in person at least once a month; but will work most closely with senior national and Timorese staff across the sub-projects.
Location: Suai, Timor-Leste, with periodic travel to Dili and regional districts.
Duration: Probationary term of two months, possible extend to December 2009 based on funding.

Context: The Peace Dividend Marketplace (PDM) project is an innovative approach to increase the economic impact, and the resulting peace dividend, of the international aid and humanitarian presence in Timor-Leste. Conceptualised in a 2004-2005 study on the economic impact of peacekeeping in collaboration with UN officials in 12 peacekeeping operations, this project intends to expand the local economic footprint of the UN and international agencies while simultaneously decreasing the operating costs of the missions. This can serve to channel additional millions into the host economy, create jobs, and build capacity.
